About this opportunity

The Army Contracting Command-Anniston Army Depot (ACC-ANAD) announced an Area of Interest under its Organic Industrial Base Modernization Commercial Solutions Opening (CSO W911KF-25-S-C0002-A010) for Lifecycle Sustainment, Advanced Engineering, and Multi-Class Parts Sourcing Support Services, with submissions due at 5:00 PM CDT on August 10, 2026 (note: discrepancy between posted AoI closing date of August 22, 2026 and July 28, 2026 Q&A response stating August 10, 2026 closing date).

The resulting contract will be structured as either a Single Award Task Order Contract or Multiple Award Task Order Contract with multi-agency utilization capacity across Department of Defense and federal agencies. Eligible offerors must be registered in sam.gov, comply with AS9100 aerospace and defense quality systems standards, and demonstrate capability to respond to urgent requirements within three calendar days. Both traditional and non-traditional defense contractors are eligible.

The requirement encompasses three core capabilities—Technical, Engineering & Depot Sustainment Services; Advanced Manufacturing, Reverse Engineering & Digital Twin Integration; and Multi-Class Parts Sourcing & DMSMS Sourcing—and offerors may submit responses addressing one, two, or all three capabilities. The sustainment-first evaluation hierarchy includes assessment of integrated lifecycle support strategy, DMSMS mitigation and parts-sourcing agility, reverse engineering and advanced manufacturing maturity, and specialized mobile heavy equipment and locomotive capabilities. Submissions must include a written solution brief (maximum five pages or fifteen slides) per CSO W911KF-25-S-C0002 procedures. The overall CSO remains open until September 30, 2030.

This requirement seeks to establish an agile contract vehicle focused on comprehensive weapon systems sustainment, technical engineering, and integrated logistics.

July 28, 2026 Industry Question and Answer:

Question 1: What is the due date for Phase 1 responses? I did not see a suspense date on the attached AoI document.

Response:

All submissions for this AoI must be received no later than 5:00 PM (CDT) on 10 August 2026, which is the official AoI closing date. Offerors shall submit their written solution brief in accordance with the procedures outlined in CSO W911KF-25-S-C0002. At this time, the Government does not anticipate extending the AoI 0010 closing date. If the Government elects to extend the AoI open period, an official notice/amendment will be issued and posted in accordance with CSO W911KF-25-S-C0002, and offerors will be responsible for monitoring the posting venue for any updates.

Question 2: As this requirement is more expansive, covering three distinct Core Capability areas, will you accept responses/solutions that focus on one or two of the three core capabilities?

Response:

Yes. Offerors may submit responses that focus on one, two, or all three of the Core Capability areas identified in the AoI:

Core Capability A: Technical, Engineering, & Depot Sustainment Services

Core Capability B: Advanced Manufacturing, Reverse Engineering, & Digital Twin Integration

Core Capability C: Multi-Class Parts Sourcing & DMSMS Sourcing

AoI responses will be evaluated in accordance with Section 3 – Requirements and Technical Evaluation Factors of the AoI, which reflect the sustainment-first hierarchy and include the following four technical evaluation factors:

Factor 1 – Integrated Sustainment and Lifecycle Support Strategy

Factor 2 – DMSMS Mitigation and Parts-Sourcing Agility

Factor 3 – Reverse Engineering and Advanced Manufacturing Maturity

Factor 4 – Specialized Mobile Heavy Equipment and Locomotive Capabilities

Offerors should clearly identify which Core Capability(ies) their submission addresses and provide sufficient technical detail to demonstrate how their solution meets the applicable evaluation factors.
