Federal Agency: Army Office: Army Contracting Command-Anniston Army Depot (ACC-ANAD) AoI Title: Lifecycle Sustainment, Advanced Engineering, and Multi-Class Parts Sourcing Support Services CSO AoI Number: AoI 0010 Responses: See W911KF-25-S-C0002 for Procedure Details

1. General Information

1.1 Introduction This announcement establishes an Area of Interest (AoI) under the ACC-ANAD Organic Industrial Base Modernization Commercial Solutions Opening (CSO) W911KF-25-S-C0002. This requirement seeks to establish an agile contract vehicle focused on comprehensive weapon systems sustainment, technical engineering, and integrated logistics.

To maximize acquisition flexibility, this requirement may be established as either a Single Award Task Order Contract (SATOC) or a Multiple Award Task Order Contract (MATOC), depending on the procurement strategy that provides the optimal solution for the Department of War. Additionally, to encourage joint modernization and streamline procurement timelines across the organic industrial base, the resulting vehicle is being designed with the capacity for multi-agency utilization, allowing other Department of Defense (DoD) components and Federal agencies to place orders. Individual task orders issued under the resulting contract will be funded by the respective "Requiring Activities" who benefit from the deliverables.

ACC-ANAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. Prior to the commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer.

1.2 AoI Background Anniston Army Depot (ANAD) is the designated Center of Industrial and Technical Excellence (CITE) for tracked and wheeled ground combat vehicles (minus Bradley), towed and self-propelled artillery, assault bridging systems, individual and crew-served small caliber weapons, locomotives, rail equipment, and non-tactical generators.

As the CITE, ANAD’s primary mission is the overhaul, repair, and recapitalization of these critical legacy assets. However, maintaining readiness is increasingly challenged by supply chain disruptions, long lead times, and the complete obsolescence of critical components. Standard federal supply chains are often unable to deliver parts in timelines compatible with depot production schedules.

To resolve these bottlenecks, ANAD requires an overarching Sustainment-First Framework. The core intent of this contract vehicle is to secure long-term system sustainment, lifecycle product support, and modernization. Proactive parts sourcing, Diminishing Manufacturing Sources and Material Shortages (DMSMS) parts mitigation, reverse engineering, and advanced manufacturing are treated as sub-capabilities that exist to directly support the Department of War overarching sustainment mission and keep depot production lines moving.

1.3 Identify AoI Solution: Sustainment-First Architecture This AoI establishes a unified requirement for robust technical, engineering, and logistics sustainment services, supported directly by an agile parts-sourcing and advanced manufacturing capability. Rather than treating parts procurement as a standalone transactional activity, parts-sourcing and rapid engineering are integrated under the broader sustainment and engineering umbrella.

To achieve this, the contract is structured hierarchically. The Master Objective is Lifecycle Sustainment, which is supported by two integrated Core Capabilities functioning as enabling sub-capabilities:

· Core Capability A: Technical, Engineering, & Depot Sustainment Services (The foundation of system support and depot modernization)

· Core Capability B: Advanced Manufacturing, Reverse Engineering, & Digital Twin Integration (Sustainment-enabling engineering to solve data and obsolescence gaps)

· Core Capability C: Multi-Class Parts Sourcing & DMSMS Sourcing (Sustainment-focused logistics to prevent production line halts)

Core Capability A: Technical, Engineering, & Depot Sustainment Services The contractor shall provide multi-disciplinary support to maintain, sustain, and modernize legacy weapon systems, components, and depot facilities:

· Project & Lifecycle Program Management: Coordinating complex modernizations, schedules, business and financial management, and facility modernization solutions (specifically targeting automation, safety, and quality).

· Systems, Process, & Reliability Engineering: Technical support to analyze, develop, and integrate systems, including Modeling, Simulation, and Analysis (MS&A) to validate technical decisions.

· Specialized Maintenance & Locomotive Support: On-site (depot) and off-site (TDY) inspection, repair, and testing of specialized heavy platforms, including 80 Ton, 120 Ton, and GENSET locomotives and non-tactical generators.

· Integrated Logistics Support (ILS) & Training: Technical training support, equipment training support, and warehouse utilization/optimization.

Core Capability B: Advanced Manufacturing, Reverse Engineering, & Digital Twin Integration (Sustainment-Enabling Engineering) When technical data packages (TDPs) are incomplete, proprietary, or missing, the contractor shall utilize advanced engineering methodologies to recreate and manufacture parts organically to maintain system availability:

· Reverse Engineering Analysis: Feasibility studies, 3D scanning, metrology, and testing to duplicate parts functionally and dimensionally without altering their form, fit, or function.

· Advanced TDP Development: Creating detailed design packages, 2D/3D CAD models, and technical manuals compliant with MIL-STD-31000 to support organic manufacturing.

· Additive Manufacturing & Prototyping: Utilizing advanced prototyping, 3D printing (polymers and metals), and rapid fabrication to manufacture obsolete or vanished-vendor components.

· System Safety & Configuration Management: Utilizing MIL-STD-882 to assess hazards and enforcing strict configuration control (such as AS9100) on all redesigned components.

Core Capability C: Multi-Class Parts Sourcing & DMSMS Sourcing (Sustainment Logistics) To directly feed sustainment lines and prevent production delays, the contractor shall maintain an agile, responsive supply chain network to locate, procure, package, and deliver:

· DMSMS and Obsolescence Sourcing: Proactive identification and rapid sourcing of "hard to find" and discontinued parts.

· Class 4 Support: Sourcing construction materials, including installed equipment.

· Class 9 Support: Sourcing repair parts and components, including kits, assemblies, and subassemblies required for maintenance support of all ground, locomotive, and combat equipment.

2. AoI Constraints

1. Any selected company/companies will be required to be registered in the System for Award Management (sam.gov) prior to award.

2. All hardware deliverables and sourcing processes must comply with strict aerospace and defense quality systems (e.g., AS9100) and implement Configuration Management (CM) procedures to maintain technical data integrity.

3. The contractor must have the capability to quickly respond to urgent requirements, which may require turnaround times of three (3) calendar days or less from request to delivery.

3. Requirements and Technical Evaluation Factors Technical Evaluation Factors In addition to the baseline evaluation criteria outlined in the overarching CSO, submissions for this AoI will be evaluated against the following specific technical factors, reflecting the sustainment-first hierarchy:

· Factor 1: Integrated Sustainment and Lifecycle Support Strategy. The offeror's demonstrated capability to manage, execute, and scale multi-disciplinary engineering, program management, and integrated logistics support across legacy defense platforms, with a focus on facility modernization and workflow automation.

· Factor 2: DMSMS Mitigation and Parts-Sourcing Agility. The breadth, depth, and responsiveness of the offeror’s established commercial vendor networks to rapidly source, quality-test, package, and ship Class 4 and Class 9 components outside of typical federal supply chain timelines to prevent depot production line stoppages.

· Factor 3: Reverse Engineering and Advanced Manufacturing Maturity. The offeror’s capability and proposed methodology to reverse engineer complex mechanical, electrical, and structural components. This includes the ability to generate fully qualified, non-proprietary Level 3 Technical Data Packages (TDPs), and leverage advanced manufacturing (e.g., additive manufacturing / 3D printing) to produce qualified legacy parts when the supply chain fails.

· Factor 4: Specialized Mobile Heavy Equipment and Locomotive Capabilities. The offeror’s technical expertise, tooling access, and deployment readiness to perform inspection, overhaul, testing, and sustainment of highly specialized systems—specifically DoD locomotives (80 Ton, 120 Ton, and GENSET models) and non-tactical generators—across both depot and remote TDY locations.

Submission Instructions: A written solution brief must be submitted in accordance with the procedures outlined in CSO W911KF-25-S-C0002.
