About this opportunity

The Administrative Office of the U.S. Courts, on behalf of the United States Court of Appeals for the Federal Circuit, seeks architect-engineer services to evaluate, plan, and design the repurposing of approximately 2,200 square feet of judicial office space in the Howard T. Markey National Court building, with proposals due September 23, 2026, and questions due September 11, 2026. No set-aside applies.

Place of performance is Washington, DC. Work involves conversion of existing executive-level judicial office space into new executive-level judicial offices with multiple layout options, new office spaces of various sizes, private toilet, reception space, and break/coffee area. Design must comply with U.S. Court Design Standards, International Building Code, NFPA codes, ASHRAE standards, and ADA requirements, and must account for occupied building operations during design and construction. The A/E must conduct existing conditions survey with field verification, hazardous materials assessment including asbestos and lead-based paint testing, conceptual study with minimum two layout options, and code analysis. Deliverables span 15%, 35%, 65%, and 100% design stages through construction documents, with cost estimates using RS Means at each milestone. Construction period services include submittal review, RFI responses within three business days, weekly site visits with reports within three business days, and punch list development. Work during normal business hours is 7:30 a.m. to 4:30 p.m. weekdays; after-hours work requires advance written approval. All contractor personnel must comply with HSPD-12 security clearance requirements or maintain supervised escort at 5:1 ratio, and work is restricted to non-business hours (6:00 p.m. to 11:30 p.m. weekdays; 8:30 a.m. to 3:30 p.m. Saturdays/holidays) with zero tolerance for court operations disruption.

Proposals consist of two firm fixed price line items: Design Phase Services through Construction Documents and Construction Period Services. Offerors must propose at least five years of corporate design services experience and include qualified full-time-equivalent key personnel: Project Manager with 10 years federal government experience and 3 years with federal judicial clients; Licensed Architect, Licensed Mechanical Engineer, Licensed Electrical Engineer, and Licensed Fire Protection Engineer with same experience requirements; and Cost Estimator with 5 years federal judicial construction project experience. Total project schedule from award kickoff requires 45 days concept design, 60 days schematic design, 75 days design development, 75 days final review, and 10 days construction documents.

Evaluation weighs Technical Capability (most important), Design Management Approach, Key Personnel, Schedule, and Past Performance (least important), with all technical factors combined weighted more important than price. Proposals must not exceed 60 pages single-spaced. The NAICS code is 5413, Architectural, Engineering, and Related Services; PSC is C1AA, Architect and Engineering–Construction: Office Buildings. Contracting Officer is Kieran Haney; Contracting Officer's Representative is Pamela Patrick. Submit to pcs@cafc.uscourts.gov with copies to haneyk@cafc.uscourts.gov and patrickp@cafc.uscourts.gov.
