About this file

This file is a Response to Questions Submitted for an Architect & Engineering (A/E) Services Request for Quote (RFQ). The document addresses inquiries submitted by potential vendors regarding the United States Court of Appeals for the Federal Circuit's (CAFC) solicitation (CAFC26-0013) for A/E services to evaluate, plan, and design the repurposing of approximately 2,200 square feet of judicial office space in the Markey National Court building. The RFQ response template provides clarifications and answers to questions that prospective firms submitted by the COB deadline of September 11, 2026, with responses provided by September 15, 2026. Final submissions for the solicitation were due to pcs@cafc.uscourts.gov by 5:00 PM EST on September 23, 2026, with copies required to haneyk@cafc.uscourts.gov and patrickp@cafc.uscourts.gov.

The solicitation is issued by the Administrative Office of the U.S. Courts, a federal agency within the judicial branch. This appears to be a straightforward A/E services opportunity for design and planning work rather than construction services. No specific pricing terms, contract vehicle type (such as GSA Schedule, GWAC, or IDIQ), set-asides, or award dates are detailed in the file description provided, indicating that such information would be contained within the full RFQ document itself.

Response to Questions Submitted for Architect/Engineering RFQ Prepared for: Solicitation CAFC26-0013 Thank you for your interest in our Request for Quotation (RFQ) and for submitting your questions. Below, we have provided responses to each inquiry to clarify requirements and support your proposal preparation. We appreciate your participation and look forward to receiving your proposal.

· Question 1: Has an estimated construction budget been established and are you able to share?

· Response: A firm construction budget has not yet been established. Traditionally, the construction budget for this type of space has been around $1M.

· Question 2: Pg. 14 L.3 Proposal Preparation Instructions: Volume 1: Signed RFQ form and Company information – references completing Blocks 12-18 of the SF33. We don’t see an SF33 form as part of the RFP documents. Would you like us to download a generic/blank SF33 form to complete?

· Response: Form SF33 is not required.

· Question 3: There is an SF330 template included as part of the RFP Documents, but no mention of how to use it in the RFP. Can you confirm where you are looking for the SF330 to be used?

· Response: Proposals need not use Form SF330 but should follow the format of the form and the RFQ to ensure all requirements outlined in both are captured in the proposal.

1. Question 4 and Responses: Could you please provide any available information regarding the following:

0. Current project status - Pre-planning

0. Estimated design and construction budget – TBD. Typical construction budget of this type of project is approximately $1M.

0. Anticipated award date By September 29, 2026

0. Design schedule and milestones TBD

0. Anticipated construction start date TBD

0. Anticipated project completion date TBD

0. Planned procurement or construction schedule updates - None available

0. Any publicly available project documents or progress reports – None available.

· Question 5: Based on limited clarification in the scope of work, would the U.S. Court of Appeals be willing to exclude the Cost/Price Proposal as part of proposal submission?

· Response: No

· Question 7: Will this project be contracted through the U.S. Court of Appeals or another entity?

· Response: Through the US Court of Appeals for the Federal Circuit

· Question 8: Will the U.S. Court of Appeals be willing to extend the deadline for submissions as the estimated posting date for Q&A does not provide a sufficient amount of time for offerors to adjust their responses for the 9/23 deadline?

· Response: Due to end of fiscal year award requirements, the deadline cannot be extended.

· Question 9: An SF330 was included in the attachments on the Sam.gov solicitation, but there is no mention of this in the Proposal Preparation Instructions(L.3) in the RFQ, just the SF33 under Volume 1. Should a completed SF330 be included in our submission as well?

· Response: Neither the SF33 nor the SF330 is required.
