This is a Statement of Work (SOW) for Architect-Engineer (A/E) services for the United States Court of Appeals for the Federal Circuit.
The project involves evaluating, planning, and designing the repurposing of approximately 2,200 square feet of judicial office space in the Howard T. Markey National Court building located at 717 Madison Place, NW, Washington, DC 20439. The objective is to deliver complete, biddable, and constructible design documents to support construction that converts existing executive-level judicial office space into new executive-level judicial offices, anticipated to include office spaces of various sizes, private toilet, reception space, and break/coffee area. The design must enhance functionality, comply with applicable US Court Design Standards and all federal, state, and local codes, maintain continuous life safety protection and security during construction, and account for occupancy of the building during design and construction phases.
The A/E contractor must provide comprehensive services from initial assessment through construction document preparation, including existing conditions survey with field verification of all systems and dimensions, conceptual study with minimum two layout options, hazardous materials assessment, and code analysis. Design deliverables are required at 15% Concept Design, 35% Schematic Design, 65% Design Development, and 100% Final Review stages, with signed and sealed construction documents to follow. The schedule requires completion within 2 weeks of award for kickoff, 45 days for concept design, 60 days for schematic design, 75 days for design development, 75 days for final review, and 10 days for construction documents. Cost estimates using RS Means or equivalent must be provided at each milestone with escalation, contingency, and government markups formatted by CSI divisions. Key personnel include a Project Manager with minimum 10 years federal government experience and 3 years with federal judicial clients; licensed architects and engineers (mechanical, electrical, fire protection) with the same experience requirements; and a cost estimator with minimum 5 years experience estimating federal judicial construction projects. Construction period services include submittal review, RFI responses within 3 business days, weekly site visits with reports within 3 business days, punch list development, and as-built review. The contractor must perform work during normal business hours (7:30 a.m. to 4:30 p.m. weekdays) with facilities staff coordination, with after-hours work requiring advance written approval from the Contracting Officer.
