About this opportunity

The Smithsonian Institution is seeking qualified firms to provide comprehensive architect-engineering services under multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for planning and design projects across its diverse portfolio of museums, zoological parks, research facilities, gardens, offices, retail, and food service facilities. The solicitation requires firms to demonstrate expertise in multidisciplinary design support, including facility assessments, programming, conceptual design, master planning, contract documents, cost estimating, and construction phase services. The evaluation criteria focus on firm qualifications, staff experience, past performance, capacity to handle concurrent projects, and proximity to Washington DC, with firms required to submit Standard Form 330 with a 125-page limit and provide sample master plan reports. Questions must be submitted by January 15, 2025, at 3:00 PM EST to Chanel Wade at wadecs@si.edu, with final proposals due February 5, 2025, at 3:00 PM EST via electronic submission only. The selection process will follow Brooks Act procedures under FAR 36.6, meaning this is not a request for fee proposals but rather a qualifications-based selection.

This procurement is structured as a full and open competition with no set-aside designation, and the Smithsonian expects to select 3-4 firms for award. Current IDIQ holders within their original 10-year contract period are not eligible to bid as prime contractors but may participate as subcontractors. Each IDIQ contract will have a one-year base period with nine one-year options, with individual task orders capped at $7.5 million and no limit on annual contract value. Large businesses must submit subcontracting plans with minimum goals of 40% small business participation, including specific targets for small disadvantaged businesses (7%), women-owned small businesses (7%), HUBZone businesses (4%), veteran-owned small businesses (4%), and service-disabled veteran-owned small businesses (4%). Approximately 80-90% of the work will be performed in the Washington DC metropolitan area, including Maryland and Virginia, with the remaining 10-20% at Smithsonian facilities located in Arizona, Florida, Hawaii, Massachusetts, New Jersey, New York, and Panama.
