About this file
This is Amendment One to solicitation 33330225RF0010004, containing responses to 20 questions about the Smithsonian Institution's solicitation for professional design support IDIQ contracts for architectural and engineering planning projects. The amendment clarifies that this is a full and open competition (not set aside for small business) focused on planning-type projects, with 3-4 firms expected to be selected. Current IDIQ holders within their original 10-year contract period are not eligible to bid as prime contractors, though they can serve as subcontractors.
Key details clarified through the Q&A include: proposals are due February 5, 2025 at 3:00 PM EST; large businesses must submit a subcontracting plan with 40% small business participation; submissions are limited to 125 pages and should include up to 10 relevant project examples; 80-90% of work will be in the DC metro area with remaining work at other Smithsonian facilities in AZ, FL, HI, MA, NJ, NY and Panama. The scope covers planning and design for museums, zoological parks, research facilities, gardens, offices, retail and food service facilities. Electronic submissions via Dropbox are required, with no hard copies needed.

Request for Information SI Response
We are a small business with the required experience listed, however, because of that vast experience working with the types of facilities listed in your solicitation, we do not meet the NAICS size requirements of 541310 that stands at $12.5M. Is it possible to adjust the NAICS code on this listing to 541330 ($25.5M threshold) to include all small Architectural/ Engineering firms? We feel that keeping the current NAICS as 541310 will dramatically limit the firms available to respond with ethe required past performance needed to successfully execute this opportunity. Your consideration on this is greatly appreciated. Thank you so much and have a great day!
SI will be keeping the A/E 541330 NAICS Code. This is Full and Open solicitation. Small and Large Business can apply.
Some questions on the IDIQ RFQ Solicitation #33330225RF0010004 1.What is the difference between projects that would be under this IDIQ and not the existing 2023 Small business IDIQ?
2.The RFQ excludes ‘those holding current IDIQ contracts within the last 10 years’ – we assume this then excludes all architects that are on the 2023 Small business IDIQ or the 2021 Large Business IDIQ?
3.Are engineering firms that are listed as subcontractors on either the 2023 Small business IDIQ or the 2021 Large Business IDIQ allowed to submit as part of an A/E team for this IDIQ?
1) Task orders offered under these planning contracts will be focused on Planning type projects as described in the solicitation. 2) Current 2023 Small business IDIQ and the 2021 Large Business IDIQ Prime A/Es will not be considered for these new Planning IDIQs.
3) Yes, subcontractors/consultants can be listed on multiple IDIQs. Prime A/Es cannot.
Holds a current IDIQ with SI; however, is it possible for us to be a subconsultant to a different prime? I appreciate your clarification. A Prime A/E that has a current IDIQ contract can be a consultant to another IDIQ team.
Who may apply: All responsible sources, except those holding current IDIQ contracts within the last 10 years of potential extensions remaining as of the announcement date on this solicitation.
1.Can you please clarify what this means?
2.Could you please confirm if we are is eligible?
1) The Smithsonian seeks to diversify its IDIQ pool and expand access to specialized Planning expertise. 1) A/Es teams with IDIQs that have expired their original 10 year contract may be considered for a new Planning IDIQ.
2) Current IDIQ holders, still within their original 10 year contract, will not be considered for a concurrent (second) IDIQs. Current IDIQs, however, can be tasked by SI to do any work including planning efforts.
On behalf of Design Collective, we would like to submit the questions below regarding the RFQ for selection for Comprehensive Facility Planning and Design IDIQ Multidiscipline Architect-Engineer Contract for the Smithsonian Institution. Given the nature of on-call contracts, it is difficult for us to outline a participation plan without knowing the specific task or disciplines necessary to complete it.
1.Can submissions include multiple consultants for each discipline to provide flexibility in achieving the desired participation goals and sub-goals, based on the scope and/or scale of each task?
2. Otherwise, will the Smithsonian allow additional consultants to be added at the time of the assignment to meet these goals?
3. If not, can you please provide a specific task order/project for us to demonstrate how we would structure our team to approach the given task?
1) Yes, A/E team submissions can include multiple consultants in multiple disciplines.
When doing so explain your team's rational for redundancies and why and how they would be used. 2) Additional consultants can be added at the Prime A/E's request or by the Smithsonian after the contract is awarded. It is important to include at least one consultant in the list of required consultants.
We have several questions for you:
1.With the AE contract that was issued 2 years ago and lasts 10 years, how is this IDIQ different?
2.If this will cover different projects, what types will they be?
3.Will the contract holders for the current 10 year AE be precluded from this one?
4.Will there be a SB requirement? If so what percentage ?
5.Is this still expected to be issued Dec 30?
1) The focus of these Planning IDIQs is to support Smithsonain Institutions (SI) pre-design Planning work. Selected A/E teams are expected to demonstrate that Planning is a core business focus. A/Es that have completed the original 10 year contract term on Planning IDIQs (not including extensions) may resubmit for this solicitation.
2) Planning type projects as listed in the solicitation.
3) Current IDIQ holders, still within their original 10 year contract, will not be considered for a concurrent (second) IDIQs. Current IDIQs, however, can be tasked by SI to do any work including planning efforts. 4) Any SB requirements are listed in the solicitation. 5) Yes
Is interested in learning more about the possible solicitation for the Notice_ AE -Smithsonian Institution Facilities. I understand that this notice does not guarantee that the procurement process will move forward, so I am curious if there is an update on your end re: the possibility of an RFP being released in January or Q1 2025? The solicitation through SAM.GOV wrote that the RFP might be released on 12/30, however as of 12/30 the status appears to be changed to inactive.
1) The RFQ was pre-announced on SAM.gov Nov. 19, 2024. The actual announcement was advertised on SAM.gov December 30, 2024 .
1.Is this a follow-on to the Multidiscipline Small Business AE IDIQ (Solicitation # 33330222QF0010019) or to the Multidiscipline Unrestricted AE IDIQ (Solicitation # 33330220RF0010024)?
2.Are the incumbent contracts set to expire in 2031 or 2033?
1) No, this is a stand alone IDIQ for Planning. 2) No, the incumbent Planning IDIQ contracts do not expire in 2031 or 2033. The most recent Planning IDIQ contracts have been extended until this new set of Planning IDIQ contracts can be awarded.
I am writing in regard to notice #333302250010004. Do you have any information on the number of firms the agency is planning to select for this IDIQ? Thank you for any information you can provide.
3 to 4 we were wondering if this solicitation will be 100% or partially set-aside for small businesses. This will help us in our team-building.
This solicitation is Full and Open. Large Businesses are required to have a Subcontracting Plan.
When possible, can you confirm what firm (s) have held this contract previously? Thank you in advance. Firms are encouraged to visit www.SAM.gov for public information on past solicitations.
Do you have a list of potential bidders?
No
Our team is reviewing the submission requirements of the solicitation listed above and attached. We see that there is a 125 page limit for Part 1 of the SF 330 submission, but are unclear about section page limits and requirements within those pages. So that we can properly respond to the request for SF330 proposals, we have a few questions that we are hoping you can provide guidance to. They are :
1.What Key Staff members should be submitted on Resumes in Section E? ( ie: Civil Engineer, FP Engineer, Landscape Engineer, Architect, etc. ) 2.What is the page limit for each resume in section E?
3.What are the required qualifications of the staff members to be listed in section E?
4.How many projects are allowed to be listed in section F of the submission?
5.What is the page limit for each project in section F?
6.What are the project evaluation criteria for section F that will have those projects be considered relevant? Because of these unknown factors listed above, we are unable to build a proper team and relevant submission until response is provided. Because of this, can a 2 week extension of the due date be granted?
1. Key Staff should include principle and senior working level staff for prime and consultants expected to work on Task Orders.
2. The total submission can not exceed 125 pages. It is up to the A/E how best to use the available pages. 3.
Please reference section B (not E). Higher consideration will be given to teams with individual resumes that demostrate current, revalent project experience and professional maturity. 4.
Section A (not F) allows ten (10) projects to be presented. 5.
Section A (not F) defines requirements for project examples. No specific page limit is set for projects examples, however, the overall submissions can not exceed 125 pages.
6.(A) Please reference Section A (not F) for project examples evaluation criteria and relevance. 6.(B) Time extension arew not being consider at this time.
Will you please provide a list of past term contract holders, whose contracts are up for renewal? Firms are encouraged to visit www.SAM.gov for public information on past solicitations.
In relation to Solicitation No. 33330225RF0010004 for IDIQ Multidiscipline A/E Contract for the Smithsonian Institution, Washington DC: could you kindly share, with firms in pursuing proposals, the Smithsonian Institute’s current on-call list of architects and engineers?
Firms are encouraged to visit www.SAM.gov for public information on past solicitations.
I am writing for clarification on an item listed in the solicitation mentioned above (IDIQ AE contracts for the Smithsonian Institution). In the table in Section 2 CONTRACT INFORMATION it states that large business concerns will need to submit a subcontracting plan and then lists the percentages of small business representation required for subcontractors. Since we are a small business entity, and we would be the Prime on this pursuit, does that mean the percentages in this chart do not apply to us? Or do we need to have 40% small business concerns on our subconsultant team regardless?
Small Business do not need to submit a small business subcontracting plan.
Below is a question about the Smithsonian Facilities IDIQ RFQ (Solicitation number:
33330225RF0010004):
1.Can you clarify the exception noted in section
2. Contract Information "Who may apply" as it relates to current IDIQ holders? If the final extension term of a current IDIQ contract began prior to the December 20 solicitation announcement date, and will end imminently (Q1 2025), would we be eligible to apply?
Yes, A/Es with current IDIQs that have been extended past their original 10 year contract period, but will expire imminently, are elligable to submit for these new Planning IDIQs. Please reference response to question six (6) above.
See our questions below regarding this IDIQ opportunity, and please confirm receipt.
1.On Page 2, Section 2, Subcontracting Plan, you state that “a minimum of 40% of total planned subcontracting dollars shall be placed with small business concerns.” Can you please clarify whether this refers to 40% of the total contract value (i.e. inclusive of architect fee), or if it refers to 40% of the fee that the architect will subcontract (i.e. exclusive of architect fee)?
2.Please confirm that the subcontracting percentages for the listed small business categories [7% Small Disadvantaged Businesses, including Historically Black Colleges or Institutions or Minority Institutions (SDBs), 7% Women-Owned Small Businesses (WOSBs), 4% Hub-Zone Small Businesses (HSBs), 4% Veteran-Owned Small Businesses (VOSBs), 4% Service-Disabled Veteran-Owned Small Businesses (SDVs)] contributes to (i.e. is not in addition to) the overall 40% small business concerns goal?
3.On Page 2, Section 2, Subcontracting Plan, you state that “The final subcontracting plan is not required with this submittal and will be submitted and negotiated prior to contract award.” Please confirm exactly what you want us to submit in this phase. Is a simple table with expected subcontracting percentages sufficient at this stage?
1) 40% applies to the portion of the fee the architect is subcontracting to small businesses.
2) Yes, the percentages can contribute to the overall 40% goal.
3) Yes a table with expected contracting percentages will be sufficient to submit.
Please find a list of questions below for the 33330225RF0010004 Solicitation - Selection for Comprehensive Facility Planning and Design Indefinite Delivery Indefinite Quantity Multidiscipline Architect-Engineer Contract:
1. In Section 5 of the RFQ, a Dropbox link is provided for submission. However, it is also stated in the same section, "5 copies of the SF 330 are required," and "an attached original and loose copy of a brief letter on company letterhead." Is the proposal to be submitted solely electronically? If hard copies are required, please provide the appropriate mailing address.
2.In Section 2, under “Contract Information,” the chart indicates a 40% participation requirement for small businesses. However, the listed requirements do not appear to total 40%. Could you provide clarification regarding the specific small business participation requirements?
3.Is it expected that the awarded firm will meet the 40% small business requirement for each individual task order under the IDIQ?
4.In addition to the 10 example projects requested by the primary contract holder, are subcontractors also required to provide 10 example projects? If so, in which section should the subcontractor qualifications be included?
5.Could you elaborate on the term ‘cultural facilities’ mentioned as a project type in section 3a?
Specifically, what types of facilities or programs are included under this category?
6.Should the CPARS be included in Section H or submitted as separate attachments?
7. Please confirm that the definition of “completed projects” includes design completion, master plan completion, study completion, and construction completion as acceptable criteria for the ten projects submitted in the package.
8. Please confirm whether it is acceptable to submit an IDIQ contract as a single example project, or if individual task orders completed under the IDIQ must be submitted separately?
1) No, hardcopies are not required.
2) See answer to 18.
3) Firms should demonstrate a "Good Faith Effort" to meet the SB goals.
4) The 10 required project examples should reflect the collective participation of the proposed prime and consultants. Most projects should be managed by the prime. A few projects can be from consultants (even without the prime) if this helps to better demonstrate experience for the collective team. No more than 10 projects will be reviewed. Other projects can be referenced throughout the qualification package in response to the RFQ. Information that exceeds the 125 page limit will not be considered.
5) Cultural facilities would include: Museums, zoos, theatres, concert halls,
6) As part of SI's procurement process we will pull CPARS reports for any prime/consultant team that is considered for a contract. If the prime has CPARS evaluations to share they can be included but not required.
7) Planning project examples will be evaluated and ranked based on their completeness as planning products. While this may not result in actual construction, A/Es should demonstrate how their project examples successfully provided valued solutions for their client. Superior project examples will demonstrate A/E 's ability to bring specialized knowledge and skills to assist their clients in solving complex planning tasks.
8) IDIQ contracts can be submitted as a single project. Provide a task order summary with abbreviated examples.
I noticed there is an IDIQ procurement for A/E services that is active on SAM.gov. Do you anticipate one for Construction following this?
Interested parties should monitor SAM.gov for future solicitations. Information on future solicitations will not be provided here.
