About this opportunity

The Naval Information Warfare Center Pacific (NIWC-PAC) seeks full lifecycle systems engineering and software sustainment for the Application Arsenal (AA) platform through a Cost-Plus-Fixed-Fee task order on the SeaPort-NxG IDIQ contract, with proposals due October 7, 2026. This procurement is exclusively for SeaPort-NxG IDIQ contract holders; non-holders are ineligible.

Place of performance is San Diego, California (75% government site, 25% contractor site), with potential travel required to CONUS and OCONUS locations within U.S. Africa Command, U.S. Central Command, U.S. European Command, U.S. Indo-Pacific Command, U.S. Northern Command, and U.S. Southern Command.

All contractor personnel require Active Top Secret/SCI security clearances with completed Tier 5 background investigations. Three mandatory key personnel positions must be filled: Systems Engineer Level III, Systems Engineer Level II, and Computer Programmer Level III (14073), each with demonstrated experience in Agile software development, DevSecOps, and DDIL/cloud-based environments. Personnel must comply with NIST SP 800-171, derivative classification training, OPSEC training, NATO awareness briefing for SIPRnet access, and annual counterintelligence training. The facility must maintain TOP SECRET security clearance with access to Sensitive Compartmented Information, COMSEC, NATO information, and Controlled Unclassified Information.

The government estimates 245,760 total direct labor hours across the base year (June 2027–June 2028) and three option years, distributed across five labor categories: Manager, Program/Project I (15,360 hours, minimum $72.51/hr); Engineer, Systems II (107,520 hours, minimum $46.60/hr); Engineer, Systems III (76,800 hours, minimum $65.89/hr); Computer Programmer III (30,720 hours, minimum $66.81/hr); and Technical Writer III (15,360 hours, minimum $49.24/hr). Other Direct Costs are fixed at $50,000 per period; maximum fee is capped at 8% under CPFF contracting. Offerors must propose the government's exact estimated labor hours.

Work encompasses full-lifecycle engineering—development, capability modernization with DevSecOps integration, cybersecurity engineering aligned with Risk Management Framework, fielding across CONUS and OCONUS, DevSecOps pipeline integration, secure software distribution, and cross-domain solution integration for autonomous systems—and support requirements including operations, maintenance, system administration, cyber and information assurance, help desk support, and technical data package maintenance.

Evaluation proceeds through four sequential gates: offer acceptability, key personnel qualifications (pass/fail), oral presentations via Microsoft Teams (adjectival rating), and cost realism analysis. Only proposals receiving Acceptable or higher ratings advance past each gate. Oral presentation teams may include up to four personnel (at least two being designated key personnel), with one hour preparation and one hour presentation following receipt of a sample tasking. Presentations must not include pricing or cost information. Non-cost factors are weighted as significantly more important than cost in the best-value trade-off. Major subcontractors performing 49% or more of total labor hours must submit unsanitized cost proposals directly to the government. NAICS 541330 (Engineering Services); PSC AJ13 (General Science & Technology R&D Services).
