About this opportunity
Naval Information Warfare Systems Command (NIWC Pacific) is conducting a market survey for software engineering services to support Application Arsenal (AA) Enterprise Engineering and Lifecycle Support under the Seaport contract vehicle, with responses due by May 11, 2026 at 15:00 PST; this procurement is restricted to Seaport contract holders and small businesses only, and any resultant contract will be set-aside for small business with limitations on subcontracting per FAR 52.219-14.
Work is performed at Naval Base San Diego, California, supporting the Overmatch Software Armory (OSA) DevSecOps pipeline. The scope encompasses three functional areas: Application Arsenal Development (capability development, cybersecurity engineering, and fielding across CONUS and OCONUS locations); Application Arsenal Sustainment (operations and maintenance, system administration, cyber and information assurance, and help desk support); and Sustainment of Fielded Capabilities (engineering and technical support for previously deployed software and infrastructure). The contractor must support software delivery and deployment across multiple DoD tactical warfighting environments including Agile Core Services, USMC Common Hosting Environment, Overmatch Production Environment, and autonomous vehicles.
The anticipated contract is Cost-Plus-Fixed-Fee for five years (one base year plus four one-year options) with estimated effort of 25 to 30 Full-Time Equivalents annually across labor categories including Program/Project Managers, Systems Engineers, Computer Programmers, and Technical Writers. The estimated contract value is greater than $30 million to $50 million. NAICS code 541330 applies with a $47.0 million size standard. Work is classified up to SECRET level with potential TOP SECRET access requirements.
Small businesses using Similarly Situated Entities must not subcontract more than 50 percent of government-paid costs to non-SSE subcontractors and must have infrastructure to manage the entire contract. Responses not exceeding 10 pages must include corporate description, facility clearance level, accounting system certification, and one to three experience citations addressing the three key functional areas. Questions are due by April 27, 2026.
