About this opportunity

The USDA Forest Service seeks janitorial and custodial services for the Appalachian Ranger District Office and Work Center at Pisgah National Forest in Mars Hill, North Carolina, with proposals due August 20, 2026. The procurement is a Total Small Business set-aside, restricting competition to firms meeting the $22 million size standard under NAICS 561720.

Place of performance is Mars Hill, North Carolina (632 Manor Road). The contract structure is a firm-fixed-price Blanket Purchase Agreement with a base period of November 1, 2026 through October 31, 2027, followed by four 12-month optional ordering periods extending through October 31, 2031, plus an optional six-month extension. The BPA does not obligate funds; the Government is obligated only for authorized purchases actually made under BPA Call orders.

Services cover two facilities: the District Office (9,680 square feet) and the Work Center Building (348 square feet). Daily tasks include waste container and kitchen/breakroom cleaning, floor care, and restroom servicing. Periodic services include quarterly light fixture and high-dusting, semiannual carpet shampooing, and glass and venetian blind cleaning. Work is performed after 1700 Eastern Standard Time or on weekends, excluding federal holidays. All cleaning products must be biobased and meet LEED "Go Green" specifications per FAR 52.223-2. The contractor must supply all labor, materials, equipment, and transportation; the Government furnishes building keys and LincPass credentials.

Service Contract Labor Standards apply: janitor positions require a minimum of $15.80 per hour plus $5.55 in fringe benefits. Historical data shows the previous contract (12444121D0015, incumbent Linda Hensley) generated $73,120.50 in obligations over five years.

Evaluation uses lowest-price technically acceptable methodology. Technical acceptability is rated acceptable or unacceptable based on demonstrated capability to perform the Statement of Work. Past performance is evaluated as acceptable, neutral, or unacceptable. Offerors must hold pricing firm for 90 calendar days from solicitation close. Questions are due August 17, 2026. Amendment 1 (July 29, 2026) updated Statement of Work sections 4(a) and incorporated the Questions and Answers attachment.
