About this file
This is a Questions and Answers document for Solicitation 12444126Q0035, which addresses a Blanket Purchase Agreement (BPA) for janitorial services at the Appalachian Ranger District Office and Work Center at Pisgah National Forest in North Carolina. The document does not contain salient contracting information such as response dates, award dates, or pricing terms, as it serves solely to clarify technical and procedural questions about the solicitation requirements.
The Q&A clarifies scope-of-work inclusions and service frequencies, specifying that water fountains and interior glass doors are included in the janitorial services with monthly cleaning schedules, while front exterior doors are excluded. Room dimensions are referenced in the Statement of Work Sections 3.1 and 3.2, and the conference room window measurement is 17 feet long. Regarding pricing, contractors must price line items 0001–4001 with a subtotal on the SF-1449 form, while Line Item 5001 (six-month extension under FAR 52.217-8) should be priced per month and excluded from the subtotal. The document clarifies that site visits are optional and floor plans with the Statement of Work are sufficient for quote preparation. Critical to BPA execution, the Government emphasizes that BPA Calls are not guaranteed, the BPA itself is unfunded, and work cannot commence until a funded BPA Call is issued; the Government assumes no responsibility for contractor costs incurred prior to BPA Call issuance or during delayed/non-issued periods.
