About this opportunity
The Department of the Army Materiel Command Contracting Command Orlando Contracting Center (ACC Orlando) is seeking qualified proposals for Apache AH-64 Transition Training Support (ATTS), a contract designed to train military personnel on transitioning from previous Apache helicopter versions to the AH-64E V6 and subsequent models. The solicitation is for a 5-year, single-award, indefinite delivery/indefinite quantity (ID/IQ) contract that will support both U.S. Government and Foreign Military Sales customers. The primary objective is to qualify and train operators, maintainers, Maintenance Test Pilots (MTPs), support personnel, and other authorized individuals in effectively transitioning Apache helicopter operations. The procurement will be conducted as a full and open, best-value competition using the North American Industry Classification System (NAICS) code 611512, with a small business size standard of $34 million. Proposals are due by January 15, 2025, with a questions submission deadline specified in Section L.2.6 of the solicitation documents.
The contract has no specific set-aside designation and will be competed openly among qualified contractors. The total contract ceiling is expected to be approximately $80 million, with pricing detailed in the attached price workbook that covers training courses, contract deliverables, and related expenses across seven years. The place of performance will be within the United States, with training potentially conducted at multiple locations to support both domestic and international military training requirements. The contract will involve comprehensive training support, including developing programs of instruction, providing training aids and simulators, and delivering instructor services for Apache helicopter transition training. Task orders will be issued under the IDIQ contract, with the first task order (Task Order 0001) focused on program management and initial implementation. The government reserves the right to make an award without discussions and can cancel the solicitation at any time without liability.
