About this opportunity

The Air Force Life Cycle Management Center (AFLCMC) at Hanscom AFB, Massachusetts seeks Contractor Logistics Support for the AN/TMQ-53 Tactical Meteorological Observing System to sustain fielded systems worldwide from FY26 through FY31, with proposals due July 20, 2026. This is a total small business set-aside (NAICS 541990, size standard under $19.5 million annual receipts), foreclosing competition outside that pool.

Place of performance is Hanscom AFB, Massachusetts, with worldwide support required. The contractor shall sustain TMQ-53 systems in baseline configuration globally, though no overseas travel is required. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) award with a four-year base period plus a six-month option.

Scope encompasses program management, helpdesk support (24/7 voicemail and email access; live support Monday–Friday 6:00 a.m. to 6:00 p.m. local time), maintenance and repair of 236 fielded systems, spares management with 24-hour CONUS delivery and 96-hour OCONUS delivery, configuration control board participation, obsolescence and systems engineering, cybersecurity compliance (NIST 800-171 and DoD Risk Management Framework), technical manual maintenance, and performance metric tracking (System Availability, Mission Capable, Mean Time Between Failure rates). Transition must complete within 45 calendar days. The contractor must maintain ISO 9001 certification within six months of award and achieve 96% operational availability, 98% stock availability, and 98% inventory accuracy.

The maximum contract value is $13.6 million. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology with all technical factors (Transition Plan, Program Management Plan, Lightning Detector Replacement Plan, Systems Engineering, and Staffing Plan) rated acceptable/unacceptable; no technical tradeoffs apply. Price evaluation accounts for eight CLINs including transition phase-in and phase-out, monthly CLS rates, spares and repairs, systems engineering labor, and government-furnished shipping and travel plug numbers. Proposals must include a 180-day validity period. Amendment 0001, effective July 8, 2026, extended the deadline from July 13 to July 20 and added Questions and Answers, Performance Work Statement Revision 3, CDRL attachment, and Section L Revision 2.

Update #2 · Latest ·

This RFP has been Amended with the following changes. Due date extended to 20 July 2026; added the Questions and Answers, PWS Rev03, A022 CDRL attachment, Section L Rev02, and Solicitation Amendment 0001. All other terms, conditions, and requirements remain unchanged.

The Air Force Life Cycle Management Center (AFLCMC), Aerospace Management Systems Division, Weather Systems Branch (AFLCMC/ESAK), Hanscom AFB, MA 01731, is issuing a formal Request for Proposal (RFP) to provide Tactical Meteorological Observing System (TMOS) Contractor Logistics Support (CLS) for sustainment efforts supporting TMQ-53 systems from FY26 to FY31.

The contractor shall provide worldwide Contractor Logistics Support (CLS) to sustain currently fielded TMQ-53 systems in their baseline configuration. This effort encompasses comprehensive program management, logistics support (including helpdesk, maintenance, and spares/repair management), Operational, Safety, Suitability, and Effectiveness (OSS&E) impact analysis, test and evaluation, Configuration Control Board (CCB) support, and obsolescence and systems engineering. Additionally, the contractor is responsible for tracking and reporting critical system performance metrics (such as System Availability, Mission Capable, and MTBF rates), managing program data (including GFM-A, materials, shipping, and travel), and providing computer resource support, Engineering Change Proposals (ECPs), cybersecurity, technical manual maintenance, and system upgrades due to technical refresh. While worldwide support is required, there is no requirement for contractor travel to overseas locations.

This proposed effort is a total small business set-aside. The Government has determined, IAW FAR Subpart 19.103, that the NAICS classification of 541990 - All Other Professional, Scientific, and Technical Services best describes the principal nature of the product and service being acquired and represents the greatest percentage of the contract price. This classification is assigned a Small Business Association (SBA) size standard of annual receipts of less than $19.5M. If you disagree with this assessment of a total set-aside, please notify the Contracting Officer within seven (7) days of notice.

The proposal shall state a validity period of one hundred and eighty (180) calendar days from the date of submittal.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Any contract that results from this solicitation will be an indefinite delivery, indefinite quantity contractual ordering vehicle. The Government will evaluate and establish a contract vehicle with a four-year base ordering and performance period with a six-month extension option. Funds for any agreed upon minimum order and future orders will be obligated by delivery/task order and not by the contract which directly results from this solicitation.

The Offeror shall submit their proposal in accordance with Attachment 5 - TMOS CLS Section L - Instructions to Offerors. Proposals are due no later than 20 July 2026 5:00PM EDT.

Please direct any questions regarding this RFP to Capt. Ryan Weitgenant, Contracting Officer, at ryan.weitgenant.1@us.af.mil and Ms. Stephanie Prentice, Contracting Specialist, at stephanie.prentice@us.af.mil.
