About this file
This is a pricing workbook template for federal contract solicitation FA2330-26-R-B006, which concerns Contractor Logistics Support (CLS) for the AN/TMQ-53 Tactical Meteorological Observing System (TMOS). The workbook is structured around eight CLINs (Contract Line Item Numbers) with specific pricing instructions for contractors responding to this Air Force Life Cycle Management Center (AFLCMC) solicitation.
Contractors must submit firm fixed-price (FFP) proposals for five active CLINs: CLIN 0001 for Transition Phase-In efforts (inclusive of all labor, materials, indirect rates, and profit); CLIN 0002 for Transition Phase-Out efforts; CLIN 0004 for Contractor Logistics Support per system per month across contract years one through four plus a six-month option, with tiered unit pricing for quantities 1, 2-100, 101-200, and 201-300 systems; CLIN 0005 for Spares/Repairs Parts with unit pricing multiplied by best estimated quantities (BEQs) provided for each contract year covering 59 spare parts and 21 repair items; and CLIN 0006 for Systems Engineering labor rates across 17 labor categories (ranging from Program Manager to Technician) with specified experience requirements and hourly rates. CLINs 0003, 0007, and 0008 require no contractor pricing, as the government will apply plug numbers ($10,000, $0, and $726,000 respectively) for evaluation purposes. The contract covers worldwide support for TMQ-53 systems from FY26 through FY31, and this is designated as a total small business set-aside under NAICS code 541990 with a size standard of less than $19.5M in annual receipts.

Instructions
Section L, Attachment L3 Pricing Workbook Instructions
The contractor shall only fill in the highlighted cells and not make any changes to any non-highlighted cells. All prices shall be proposed as firm fixed-price (FFP). All Best Estimated Quantities (BEQs) provided in these sheets are for evaluation purposes only; the Government is not bound to purchase these amounts.
CLIN 0001 - The contractor shall fill in the overall price for the Transition Phase-In effort, inclusive of all labor, material, indirect rates, profit, and any other costs necessary to perform the requirements of this CLIN, as stated in the PWS in Section 5.1.
CLIN 0002 - The contractor shall fill in the overall price for the Transition Phase-Out effort, inclusive of all labor, material, indirect rates, profit, and any other costs necessary to perform the requirements of this CLIN, as stated in the PWS in Section 5.2.
CLIN 0003 - The contractor does not need to fill in the price for this effort, as the Government will use a "plug number" for calculating the TEP for the proposal. This plug number will be for evaluation purposes only. The amount used for the plug number is $10K.
CLIN 0004 - The contractor shall fill in the Unit Price for performing CLS per system per month for each contract year and quantity (i.e. $10,000 for the first system in CY1, $500 for systems 2-100 in CY1, $11,000 for the first system in CY2, $600 for systems 2-100 in CY2, etc.) listed, inclusive of all labor, material, indirect rates, profit, and any other costs necessary to perform the requirements of this CLIN, as stated in the PWS in Sections 6, 7, 8, 9, and 10.
CLIN 0005 - The contractor shall fill in the Unit Price for the Spares/Repairs Part listed, inclusive of all labor, material, indirect rates, profit, and any other costs necessary to provide the spare/repaired parts to the Spares/Repairs Inventory, as stated in the PWS in Section 7. Data is based on historical usage per Contract Year. Determine the Unit Price and multiply by the BEQ given for a total amount for each Contract Year. Complete the same for the remaining Contract Years and tally up the Total of the Contract Years in the far right column for each part.
CLIN 0006 - The contractor shall fill in the Rate for each labor category identified, inclusive of all indirect rates and profit necessary to perform the requirements of the CLIN, as stated in the PWS in Section 8.
CLIN 0007 - The contractor does not need to fill in the price for this effort, since this CLIN is Not Separately Priced (NSP) it will not be included in the TEP.
CLIN 0008 - The contractor does not need to fill in the price for this effort, as the Government will use a "plug number" for calculating the TEP for the proposal. This plug number will be for evaluation purposes only. The amount used for the plug number is $726K.
