About this opportunity
The Department of the Interior National Park Service is seeking a small business vendor to provide comprehensive anti-scale fencing installation services at Dupont Circle in Washington, D.C. The contract requires the successful contractor to supply all labor and resources necessary to install and remove temporary security fencing, with specific technical specifications including 8-12 foot high steel fencing with metal tubing and mesh. The solicitation will evaluate technical proposals with a focus on the contractor's ability to meet installation requirements, with technical factors weighted more heavily than price. Interested vendors must submit electronic offers by May 27, 2025, at 9:00am EST to michelle_shoshone@nps.gov, and questions will be accepted only until 5:00pm on May 22, 2025. Contractors must be registered in the System for Award Management (SAM) and provide a statement demonstrating understanding of project requirements.
The contract is a total small business set-aside under NAICS code 532490 with a $40M size standard, contingent on at least two small businesses responding to the solicitation. The initial deployment requires 1,142 linear feet of 8-foot high fencing with two 4-foot pedestrian gates, scheduled for installation by 2000 hours on June 6, 2025, and breakdown by 1800 hours on June 8, 2025. The procurement will be awarded as a firm-fixed-price contract with potential option tasks to cover emergency and future fencing requirements. The anticipated contract includes provisions for surface protection, complete removal of spare materials, and performance monitoring through a Quality Assurance Surveillance Plan. Wage rates will be determined according to the U.S. Department of Labor Service Contract Act wage determination for the Washington, D.C. metropolitan area.
