STATEMENT OF WORK
UNITED STATES PARK POLICE
ANTI-SCALE FENCING CONTRACT
1. Background
1.1 The United States Park Police (USPP) is one of the oldest uniformed federal law enforcement agencies in the United States. The USPP is a component of the National Park Service (NPS) which is a bureau of the Department of Interior (DOI). The USPP functions as a full-service law enforcement agency with responsibilities and jurisdiction in NPS areas primarily located in Washington, DC, San Francisco, and New York City and certain other Government lands. The USPP’s mission includes the prevention, detection, and investigation of violations of criminal laws of the United States or of the State and local areas in which the USPP have jurisdiction. In addition to performing the normal crime prevention, investigation, and apprehension functions of an urban police force, the USPP is also responsible for policing many of the famous monuments and unique NPS locations in the United States. As a full-service law enforcement agency, along with typical patrol functions, the USPP has other specialized units that include horse mounted patrol, motorcycle, aviation, marine, canine, SWAT, and criminal investigations.
2. Purpose and Objective
2.1 As part of its roles and functions, the USPP is responsible for providing law enforcement services for NPS’s parks in the Washington, DC Metropolitan Area. The USPP can request the deployment, installation, and removal of anti-scale fencing for outside perimeter security, crowd control, and/or to protect NPS property, monuments, and/or statues from irreparable damage during rallies, demonstrations, or protests. Examples of NPS property where anti-scale fencing may need to be deployed by the USPP include but are not limited to: Dupont Circle, Columbus Circle, Navy Memorial, Farragut Square, Freedom Plaza, Jefferson Memorial, Lincoln Memorial, and the Washington Monument.
2.2 Due to the dynamic nature of determining the appropriate law enforcement readiness for any particular rally, demonstration, or protest, the USPP may only decide that anti-scale fencing is an appropriate and reasonable preparation for NPS property a few days before the actual event. The USPP will do its best to provide as much lead time as possible for the contractor to prepare for the deployment of the anti-scale fencing. The USPP’s goal is to provide at least 5 to 7 days of advanced notice that anti-scale fencing will be required at a particular NPS location.
2.3 For each deployment of anti-scale fencing at a particular NPS location, the USPP will provide a date and time when the installation of the anti-scale fencing must be completed. The USPP will also provide a date and time when the contractor can begin the breakdown on the anti-scale fencing. The anti-scale fencing schedule could be extended based on whether the rally supporters and/or demonstrators remain compliant. In conjunction with the Contracting Officer, the USPP Contracting Officer’s Representative (COR) is the only individual authorized to inform the contractor to extend the amount of time the anti-scale fencing is deployed.
2.4 The USPP will provide a map of the NPS location to be protected along with a description of the anti-scale fencing requirement, where the anti-scale fencing should be placed, any requirement for personnel and/or vehicular gate(s), and an estimated amount of linear feet of the anti-scale fencing.
2.5 The contractor shall participate in a walk-through at the NPS location requiring the anti-scale fencing to ensure they have a thorough understanding of the overall requirement. The COR and designated USPP officers from their Icon Protection Unit and/or Special Events Unit shall participate in this walk-through with the contractor.
3. Overall Requirements and Specifications for Anti-Scale Fencing
3.1 Anti-scale fencing shall be fabricated of 100% steel and a uniform color (i.e. galvanized or black). It must be constructed with at least 1.5-inch square metal tubing with a 1/8-inch steel mesh (to mitigate/disperse thrown liquids) and connected by at least 2-inch metal posts.
3.2 Dependent on the event, the USPP may require anti-scale fencing that is either 8 feet in height and 4 feet wide, or 12 feet in height and 4 feet wide. The USPP will inform the contractor of the preferred size of the anti-scale fencing in their specific request.
3.3 Construction strength and configuration shall be at such a level as to prevent the anti-scale fencing from being pulled down (anti-push), taken apart, set on fire, or easily climbed on.
The anti-scale fencing must be free standing. It cannot be fastened, anchored or staked to the ground in any manner. The base should be the minimum size needed to provide stability as often the anti-scale fencing is installed on sidewalks. The anti-scale fencing must be able to be set up on uneven surfaces and on various grading.
3.4 Anti-scale fencing shall be interlocked by clamping sections together and shall be installed through the use of an approved method (e.g. angle braces for additional support) as not to disturb the grounds/structures. Anti-scale fencing must interlock with access panels and cross bracing.
The contractor shall be responsible for all necessary clamps and bracing as to provide a safe and secure system.
3.5 Dependent on the event, the USPP may require the anti-scale fencing to be anchored by concrete jersey barricades. The USPP will inform the contractor if concrete jersey barricades to anchor the anti-scale fencing is required in their specific request.
3.6 The anti-scale fencing shall be configured in such a way that a personnel gate(s) or vehicular gate(s) can be included in intervals around the perimeter to allow for personnel ingress/egress when required, and/or vehicular ingress/egress when required. The USPP will inform the contractor if personnel gate(s) and/or vehicular gate(s) are required and the desired location(s) of these gate(s) in the perimeter of the anti-scale fencing.
3.7 Anti-scale fencing must be “C” clamped at the top, bottom, and the base plate to prevent protesters prying the fence loose with pipes, bars or tools.
3.8 Anti-pass-through panels must be attached to each panel to prevent pipes from being wedged between gates to pry them apart.
3.9 The contractor shall provide protection in the form of neoprene matting or plywood to protect any stone surface (i.e. granite or marble) where anti-scale fencing is planned/installed.
3.10 Delivery and removal of the anti-scale fencing, and concrete jersey barricades, if requested, is the contractor’s responsibility. The contractor shall coordinate the delivery with the COR or the designated USPP POC prior to the delivery. The contractor is responsible for off-loading and on-loading equipment and materials. The USPP will not provide any vehicles, equipment, materials, or personnel to assist in the delivery, off-loading, installation, breakdown, on-loading, or removal of the anti-scale fencing and concrete jersey barricades (if requested).
3.11 The contractor must remove all spare materials and equipment after the installation/build-out of the anti-scale fencing. The USPP is unable to secure any materials or equipment left unattended during the duration of the event.
3.12 The contractor must be able to provide a rapid labor response (within 30 minutes) to any issue to repair or re-install the anti-scale fencing if it is damaged or pushed down during the duration of the event. The Contracting Officer and the USPP COR are the only individuals authorized to request the contractor to repair or re-install the anti-scale fencing if required.
4. Key Personnel
4.1 Contractor: The contractor shall provide a Principal Representative (PR) and Alternate Principal Representative (APR) for this contract and any future option tasks. The PR is responsible for the performance of the work on this contract. The PR and APR shall be able to speak and understand English and make decisions for the contractor with respect to the work requested. The contractor shall provide the full names and contact information (email, phone numbers) of their PR and APR to the Contracting Officer and the COR within 2 days after award. The PR shall be responsible to coordinate with the COR regarding the deployment of the anti-scale fencing. During deployment, the PR and/or APR must be able to be immediately contacted by phone by the COR if a rapid labor response is required to repair or re-install the anti-scale fencing if it is damaged or pushed down during the duration of the event.
4.2 USPP: The COR will be appointed by the Contracting Officer in a memo that outlines their authority and responsibilities. A copy of the memo will be provided to the contractor after award. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; and monitor the contractor's performance and notify the Contracting Officer and contractor of any deficiencies. The COR is not authorized to change any of the terms and conditions of the contract.
5. Pricing
5.1 Pricing shall include all labor, materials, mobilization and demobilization for the delivery, installation, maintenance, repairs, supplies/equipment, dismantling, removal and lease of all items relating to anti-scale fencing and concrete jersey barricades (if requested). The contractor shall be responsible for any necessary repairs during the deployment of the anti-scale fencing for the duration of the event.
5.2 The USPP anticipates the following items could be used during the deployment of anti-scale fencing for an event:

6. Specific Requirements for the Deployment of Anti-Scale Fencing for Dupont Circle
6.1 The USPP has a requirement to establish anti-scale fencing around Dupont Circle, which includes the Dupont Circle Fountain. Dupont Circle is located at the intersection of Massachusetts, Connecticut, and New Hampshire Avenues in Northwest Washington, DC.
6.2 This Statement of Work (SOW) includes an attachment which is an overhead map of Dupont Circle. The map displays multiple circles in different colors around Dupont Circle. For this deployment, the USPP requires the installation of anti-scale fencing on the yellow circle on this map which portrays the outermost sidewalk/curbline around Dupont Circle.
6.3 The USPP measured the distance of this outermost sidewalk/curbline around Dupont Circle.
The USPP estimates this curbline is 1,142 feet in length.
6.4 The USPP requests the following for this anti-scale fencing deployment:
• Anti-scale fencing, 8 feet high by 4 feet wide
• Pedestrian gate, 4 feet wide, located at the crosswalk of Dupont Circle and New
Hampshire Avenue NW (marked with blue X on map)
• Pedestrian gate, 4 feet wide, located at the crosswalk of Dupont Circle and Massachusetts

• No concrete jersey barriers to anchor anti-scale fencing is anticipated
• No neoprene matting or plywood to protect any stone surface is anticipated
6.5 The setup of the anti-scale fencing shall be completed by 2000 hours, Friday, 6 June 2025.
Breakdown of the anti-scale fencing will begin at approximately 1800 hours, Sunday, 8 June
2025. The decision to start the breakdown will be made by the COR or the designated USPP
POC.
6.6 The anti-scale fencing schedule could be extended based on whether rally supporters remain compliant. In conjunction with the Contracting Officer, the USPP COR is the only individual authorized to inform the contractor to extend the amount of time the anti-scale fencing is deployed.
7. Option Tasks
7.1 As previously articulated in this SOW, the USPP can request the deployment of anti-scale fencing for outside perimeter security, crowd control, and/or to protect NPS property, monuments, and/or statues from irreparable damage during rallies, demonstrations, or protests (AKA events).
7.2 This acquisition will not include option years as the need after the period of performance (PoP) ends for this requirement is expected to be fulfilled on the NPS National Public Event Operations and Infrastructure IDIQ Contract planned for FY26. This acquisition will instead use option tasks to cover emergency and future unknown requirements to deploy anti-scale fencing IAW USPP directives for events that may occur during this contract’s PoP.
7.3 The Government reserves the right to exercise any option task using the prices stated in the pricing schedule.
7.4 The Government reserves the right to exercise or not exercise any option tasks.
7.5 For any future option tasks, the USPP will identify the specific NPS location, the specific duration of the anti-scale fencing deployment, along with the specific requirements of the fencing and whether gates and/or concrete barricades are required.
7.6 The USPP will communicate the requirements for any future option tasks with the Contracting Officer, who will then exercise the task within 1 day of notification to the awardee.
The Government will make every attempt to award the modification with the option task at least 5 days prior to the required set up date.
