About this opportunity
The National Science Foundation is soliciting proposals for the Antarctic Science and Engineering Support Contract (ASESC), an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to provide comprehensive scientific research and operational support services for the United States Antarctic Program. The solicitation seeks a single contractor to manage operations across Antarctic stations, vessels, and field camps, including laboratory services, vessel operations, infrastructure maintenance, information technology, communications, medical services, environmental safety, and logistical support. The procurement utilizes a two-phase evaluation process, with Phase I submissions originally due May 23, 2025, but extended to May 30, 2025, and Phase II submissions due July 28, 2025. Evaluation criteria emphasize small business participation requirements, including minimum quantitative requirements of 34% small business participation and 16% small disadvantaged business participation. The solicitation has undergone multiple amendments, with the most recent updates providing clarification through a comprehensive question and answer matrix containing over 190 responses to industry inquiries.
This procurement does not utilize any set-aside designations and is subject to unrestricted full-and-open competition under NAICS code 561210 (Facilities Support Services). The contract carries an estimated maximum value of $8 billion over an anticipated twenty-year ordering period, representing one of the largest federal contracts for Antarctic operations support. Work will be performed across multiple locations including Continental United States contractor facilities, New Zealand (specifically Christchurch operations), and various Antarctic research sites including McMurdo Station and specialized facilities like the Long Duration Balloon (LDB) camp. The solicitation includes detailed cost templates and task order specifications that demonstrate the scope of operations, with example task orders covering Christchurch facility management, LDB operations, and contract transition activities. The procurement aims to enable cutting-edge scientific research across disciplines such as glaciology, geophysics, biology, and astrophysics while maintaining high safety standards and environmental responsibility in one of the world's most challenging operational environments.
