About this file
This document is an Attachment to a solicitation for the Antarctic Science and Engineering Support Contract (ASESC), detailing three example task orders for a twenty-year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract issued by the National Science Foundation. The task orders cover three distinct operational scopes: 1) Management and Operations of Christchurch, New Zealand USAP Facilities, which includes administrative offices, personnel processing, cargo staging, aviation support, ECW clothing management, and deployment services; 2) Long Duration Balloon (LDB) Facility operations near McMurdo Station in Antarctica, supporting NASA balloon launches and scientific payload activities; and 3) Contract Pre-Transition activities to ensure smooth operational handover between contractors.
Each task order has specific performance periods, with the Christchurch facilities task order spanning three years (October 2025-September 2028) and the LDB facility task order covering five years (August 2025-July 2030). The Pre-Transition task order is a three-month effort focused on developing comprehensive transition plans, including collaboration with the incumbent contractor, creating staffing and risk management strategies, and ensuring uninterrupted operations. The contract will utilize various contract line item (CLIN) structures, including cost-plus fixed fee, cost reimbursement, and firm fixed price elements, with requirements for detailed cost proposals and assumptions about concurrent task order performance.
