About this file

This file is a Q&A matrix for the Antarctic Science and Engineering Support Contract RFP, specifically containing responses to questions about the solicitation's requirements. The document provides clarification on the prior experience submission guidelines, specifically addressing a critical question about the number of prior experience examples. The government confirmed that offerors should only include 5 total examples of prior experience, which must include any critical or major subcontractors' experiences within those five examples.

The underlying contract opportunity is an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract issued by the National Science Foundation (NSF) for Antarctic science and engineering support services. The contract is anticipated to be a single award with a twenty-year ordering period, involving work locations in the Continental United States, New Zealand, and Antarctica. The solicitation is subject to unrestricted full-and-open competition, with NSF reserving the right to amend the solicitation throughout the response period.

Question Matrix

1RFP Section LL.19L.19.1L-82488-2494CriticalSection L.19.1 Factor I: PRIOR EXPERIENCE states that "Offerors shall submit a narrative statement of recent and relevant prior experience...." And, the narrative should include "no more than five examples...." In lines 2492 - 2494, the solicitation then states that in the event that the prime uses subcontractors (or teaming arrangements) to perform major or critical aspects of the requirement, the Offer should submit prior experience for these subcontractors. Question: are the critical or major subcontractors' prior experience to be included in the "no more than five examples" or are they in addition to the five examples? Regardless, we understand the page requirement for this section is 20 pages. It is critical to know the answer to this as soon as possible as we are required to write/re-write new prior experience examples and garner past performance for each within the two week schedule.Offerors should only include 5 examples of prior experience, including critical or major subcontractors.
