About this opportunity
Defense Logistics Agency Distribution seeks annual ANSI inspections and dielectric testing of aerial bucket trucks and hot line tools at its Susquehanna, Pennsylvania facility, with quotations due October 22, 2026. The procurement is unrestricted with HUBZone price evaluation preference and will result in one firm-fixed-price purchase order.
Place of performance is New Cumberland, Pennsylvania. The scope encompasses annual ANSI/SIA A92.2 compliance inspections, dielectric testing, and bucket liner tests for four vehicles: Ford F750 with Altec AA755L, RAM 5500 with Altec AT40G, International 4700 with Altec D842-BC, and International 7400 with Altec A72-T. Three vehicles (Ford F750, RAM 5500, and International 4700) require dielectric testing; the International 7400 is exempted from dielectric testing requirements. The contractor shall also perform annual inspection and testing on up to 15 assorted hot line tools (hot sticks, shotgun sticks, 10 feet and up to 15,000V) per OSHA 29 CFR 1926.957. The period of performance is one 12-month base year (November 16, 2026 through November 15, 2027) plus four optional 12-month years through November 15, 2031.
Contractor personnel must be certified technicians qualified in ANSI inspections and high-voltage dielectric testing with calibrated and certified equipment. All work must comply with ANSI A92.2, ANSI A10.31, and applicable OSHA regulations. Deliverables include detailed annual inspection and test reports documenting pass/fail results and corrective actions, certification decals, and a consolidated annual report. Failed equipment must be immediately reported and removed from service until repaired and retested.
The NAICS code is 541990 (All Other Professional, Scientific, and Technical Services); PSC is H259. The requirement is subject to Service Contract Act Wage Determination No. 2015-4245 Revision 33. Past performance will be evaluated on an acceptable/unacceptable basis. Award is anticipated November 16, 2026. Quoters must be registered in SAM and submit electronically to michael.s.french@dla.mil. Amendment 0002 (effective October 21) addressed five vendor questions on equipment specifications and testing requirements.
