The procurement is a 100% Small Business Set-Aside under NAICS 333310, with firm fixed price award on an LPTA basis per FAR 12.203.

Place of performance is Georgia, USA, with delivery to Tbilisi. Phosphor tubes may be white, green, or a combination. Only USA-made image intensifier tubes meeting MILSPEC are acceptable; tubes manufactured outside the United States are not permitted. Testing for Groups A, B, C, and D applies to tubes only, not the complete system; Group D includes two tubes with accelerated cycling equaling 10,000 hours of operation, with costs built into proposal price. Vendors must supply only standard AN/PVS-14 Bills of Materials without additional accessories. All contractor information systems processing, storing, or transmitting Federal Contract Information or Controlled Unclassified Information require CMMC Level 2 Self-assessment with corresponding unique identifiers issued by SPRS. Proof of authorized reseller or OEM status is required, along with commercial part numbers and technical data sheets. ITAR export license approval is required prior to award. A 12-month no-cost warranty covering workmanship and materials is mandatory. Inspection and acceptance occur at the vendor's origin facility by the Defense Contracting Management Agency; vendors shall not ship materials. Amendment 0005 (May 5, 2026) revised CMMC from third-party certified to self-assessment and supersedes all prior versions; previously submitted proposals will not be evaluated.
