About this file
This is Amendment 0003 to solicitation W91CRB-26-R-5006, issued by the U.S. Army's ACC-APG Division D (W91CRB) on March 9, 2026. The amendment serves to answer three additional vendor questions regarding phosphor tube specifications. The contracting officer is Angela H. McFillin, located at 6515 Integrity Court, APG, MD 21005-3013.
The amendment clarifies that green phosphor is acceptable as an equivalent to white phosphor tubes due to current supply constraints, eliminating the need for an extended delivery timeline through 2028. The Government confirmed acceptance of a spot defect specification table showing maximum allowable spots in three zones by size range, with a constraint of no more than two spots allowed. The contract remains a firm fixed price supply contract, and all other terms and conditions remain unchanged. Vendors were required to acknowledge receipt of this amendment prior to the solicitation deadline using one of three specified methods: completing items 8 and 15 and returning two signed copies, acknowledging receipt on each copy of their offer, or submitting a separate letter or telegram referencing the solicitation and amendment numbers.

Given current supply constraints for white phosphor tubes, will the Government consider green phosphor as an acceptable equivalent for this requirement?
Answer #1: Yes
Question #2: Delivery Timeline (if White Phosphor is Required):
In the event that white phosphor is a strict requirement, would the Government consider an extended delivery timeline through 2028 to accommodate production and supply limitations?
Answer #2: Since it is not a strict requirement, they will accept green instead to avoid the extended delivery timeline.
