About this file
This is Amendment 0002 to solicitation W91CRB-26-R-5006, issued by the U.S. Army's ACC-APG Division D (W91CRB) on March 9, 2026. The amendment clarifies offer submission requirements and addresses vendor inquiries regarding a firm fixed price supply contract for what appears to be night vision equipment or related products. Offerors must submit documentation proving authorized reseller or Original Equipment Manufacturer (OEM) status if not the OEM, along with commercial part numbers and detailed technical data sheets for each offered item. All quotes must include proof of Cybersecurity Maturity Model Certification (CMMC) Level 2 (C3PAO) compliance with the unique identifier (UID) issued by SPRS, as well as proof of required ITAR export license approval prior to contract award. The Government will not accept split shipments or delayed CMMC certification, and CMMC compliance is required at quote submission for prime contractors, subcontractors, and suppliers alike. The contracting officer is Angela H. McFillin, CCAP-MDD, located at ACC-APG Division D, 6515 Integrity Court, APG, Maryland 21005-3013, telephone (410) 278-5410. Offerors must acknowledge receipt of this amendment prior to the solicitation closing date by returning two signed copies, acknowledging receipt on their offer, or submitting a separate letter referencing the solicitation and amendment numbers.

*** End of Narrative A0000 ***
The purpose of Amendment #0002 is two-fold:
1. To clarify offer submission requirements.
2. To address vendors' inquiries.
1. The purpose of this amendment is to clarify offer submission requirements. The solicitation is hereby amended as follows:
Authorized Reseller Requirement
If the offeror is not the Original Equipment Manufacturer (OEM) of the proposed items, the offeror SHALL submit documentation with its quote demonstrating that the offeror is an authorized reseller or distributor of the items specified in Section B of the solicitation.
Product Identification and Technical Documentation
In order to be considered for award, each offer SHALL include the following with its quote submission:
a. Commercial part number(s) for all offered products.
b. Detailed product specifications. A technical data sheet SHALL be included for each offered item.
2. To address vendors' inquiries. Please see below for questions and answers.
Question #1:
Regarding your solicitation requirement No. 5, on page 2, whereby it states, "Offerors SHALL meet the Cybersecurity Maturity Model
Certification (CMMC) level cited in DFARS provision 252.204-25 and clause 252.204-21. In accordance with DFARS provision 252.204-
7025(d), "The Offeror shall provide, in the proposal, the CMMC unique identifier(s) (CMMC UIDs) issued by SPRS for each contractor information system that will process, store, or transmit FCI or CUI during performance of a contract, task order, or delivery order resulting from this solicitation". Failure to provide the UID and confirmation of CMMC level 2 (C3PAO) for this requirement with quote submission will result in ineligibility for award.":
Will the Government consider a proposed language change to this solicitation surrounding Level 2 Cyber Security Model Certification
(CMMC) to be Self level rather than C3PAO level given the first phase of the CMMC implementation began on November 20, 2025, and both time and costs are required by bidders to obtain third-party assessment which is a requirement of the C3PAO level? Per the Chief
Information Officer U.S. Department of War Website: CIO - About CMMC, CMMC assessment requirements will be implemented using a four-phase plan over three years. The phases add CMMC Level requirements incrementally, starting with self-assessments in Phase 1, and ending with full implementation of program requirements in Phase 4. This phased approach allows time to train assessors and for companies to understand and implement CMMC assessment requirements.
Such proposed language could be as follows:
Any resulting contract is anticipated to have a security classification level of Unclassified. Any resulting contract is also anticipated to involve the exchange of sensitive information requiring the contractor to satisfy a Cybersecurity Maturity Model
Certification (CMMC) Level 2 (Self) assessment with the possibility of processing, handling, exchanging information that will require
CMMC Level 2 (C3PAO) assessment after 10 November 2026. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009."

Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
No, the Government will not consider a proposed language change.
Question #2:
Regarding your solicitation requirement No. 10, on page 2, whereby it states, "No split shipments are authorized, however accelerated deliveries at no additional charge to the Government are authorized and encouraged":
Due to the extremely high volume of global night vision demands, image tube deliveries have been greatly extended for all customers. As such, would the Government consider split shipments over a period of 4-6 months?
Answer #2:
No, the Government will not consider split shipments over a period of 4-6 months.
Question 3:
The solicitation states that failure to provide a CMMC UID and confirmation of CMMC Level 2 (C3PAO) compliance with quote submission will result in ineligibility for award. We are currently in the final stages of achieving CMMC Level 2 certification; however, our on site assessment was recently rescheduled due to third party circumstances outside of our control, given the limited availability of authorized C3PAO assessment providers. Please clarify whether the Government will accept confirmation of CMMC Level 2 certification obtained prior to contract award, but after quote submission, provided certification is finalized before award. If so, please advise whether any interim documentation would be acceptable pending issuance of the final CMMC Level 2 (C3PAO) certification.
Answer #3:
No, will not accept confirmation of CMMC Level 2 certification obtained prior to contract award but after quote submission, provided certification is finalized before award.
Question #4:
Please confirm whether CMMC compliance is required at the time of quote submission for all subcontractors and/or suppliers, in addition to the prime contractor, or if the Government will allow a supplier that is not yet compliant to achieve the required CMMC level prior to performance or delivery, provided the prime contractor remains compliant. If flexibility exists, please advise on acceptable documentation and timing expectations.
Answer #4:
Yes, CMMC compliance is required at the time of quote submission.
Question #5:
Please clarify when the required ITAR export license must be obtained. Specifically, is an ITAR license required prior to contract award, or may it be obtained post award but prior to shipment/delivery? Additionally, please confirm whether proof of license application or approval is required as part of the quote submission.
Answer #5:
Yes, it is required prior to contract award and approval is required as part of the quote submission.
All other terms and conditions remain unchanged.
