About this opportunity

The New Hampshire Army National Guard's 197th Fires Brigade seeks to procure portable toilet services through solicitation W912TF26QA012, issued as a Request for Quote (RFQ) for commercial items under FAR Subpart 12.6. The requirement includes 71 portable single-stall chemical toilets, 18 portable handwash stations, seven pump-and-clean servicing events with restocking, delivery to Fort Drum, and pickup services. The Government will evaluate quotes based on three factors: Price (fair and reasonable pricing with award to the lowest evaluated price among compliant proposals), Technical Capability (confirmation that contractors can obtain or currently hold a Fort Drum Local Access Pass prior to contract start), and Past Performance (submission of exactly three qualifying portable latrine service contracts completed within the past three years, each with valid points of contact and award amounts). The solicitation opened on April 19, 2026, with responses due by May 6, 2026, at 4:00 PM Eastern Time; Amendment 1 was issued on April 28, 2026, to clarify the Performance Work Statement and revise evaluation criteria to include past performance considerations.

This requirement is designated as a 100% set-aside for small business under NAICS code 562991 (Septic Tank and Related Services) with a small business size standard of $9.0 million, and only qualified small business vendors may submit quotes. There is no incumbent contractor referenced, as this is identified as a new contract requirement. The contract will be awarded on a Firm-Fixed Price basis with a period of performance from May 31 through June 15, 2026 (approximately two weeks and two days), with delivery and setup required by 0800 on June 1, 2026. Services are to be performed at Fort Drum, New York, located at Building 990, 9th Middle Street, Main Post, Fort Drum, NY 13602, with equipment distributed to three separate units across the installation. Contractor personnel must comply with extensive Fort Drum security requirements, including background checks, local access badges, DoD identification credentials, and mandatory security training, with services operating seven days per week from 0730-1630 except on recognized U.S. holidays.
