About this file
This document is an addendum to FAR clause 52.212-2 that establishes evaluation criteria for a portable latrine services solicitation at Fort Drum.
The Government will evaluate quotes using three criteria: Price, Technical Capability, and Past Performance. For Price, the Government will assess all technically acceptable quotes to determine fair and reasonable pricing, with award going to the lowest evaluated price among compliant proposals. All line items must be priced in accordance with the solicitation and demonstrate reasonable and balanced pricing. For Technical Capability, quoters must receive an "Acceptable" rating by confirming that a current Fort Drum Local Access Pass can be obtained or is already held prior to the contract start date; failure to propose or define base access procedures for the Local Access Pass will result in an "Unacceptable" rating. For Past Performance, quoters must provide exactly three reference portable latrine contracts performed within the past three years, each with a valid Point of Contact including contact information and award amount to achieve an "Acceptable" rating. Quotes will be deemed "Unacceptable" for Past Performance if they fail to provide three qualifying contracts, omit required POC information or award amounts for any reference, or if the referenced performance or contract type does not meet a satisfactory rating.

Addendum to 52.212-2
Addendum Evaluation Criteria:
(a) Price: The Government will evaluate the price of all technically acceptable quotes. The price evaluation will determine if the proposed prices are fair and reasonable for commercial services.
The total evaluated price will be the sum of all priced line items. Award will be made to the technically acceptable quote with the lowest evaluated price.
1. All line items are priced IAW the solicitation.
2. Prices are determined to be reasonable and balanced.
(b) Technical Capability: The Government will evaluate each quoter's technical submission to determine if the proposed commercial services meet the minimum requirements outlined in the solicitation. The quote must demonstrate a clear understanding of the requirements and provide sufficient detail for the Government to determine technical compliance. The Government will assign a rating of either "Acceptable" or "Unacceptable."
1. Acceptable:
i. Confirmation that a "Local Access Pass" for Fort Drum is current or can be obtained prior to the start date.
2. Unacceptable:
i. Base access procedures for the Fort Drum "Local Access Pass" are not proposed or defined by the quoter.
(c) Past Performance: The Government will evaluate each quoter's past performance to determine if they have a history of successful completion of similar requirements. The Government will assign a rating of either "Acceptable" or "Unacceptable."
1. Acceptable:
i. The quote provides exactly three (3) reference portable latrine contracts performed in the past three (3) years
ii. The quoter successfully includes a valid Point of Contact (POC) with contact information and the award amount for each of the three contracts provided.
2. Unacceptable:
i. The quote fails to provide three (3) portable latrine contracts performed within the past three (3) years.
ii. The quoter fails to provide the required Point of Contact (POC) or award amount for one or more of the submitted references.
iii. Performance or Type of contract does not meet a satisfactory rating.
