About this opportunity
The Air Force Test Center at Edwards Air Force Base seeks NIST-traceable calibration and adjustment services for twenty-three pieces of Keysight electronic test and measurement equipment under a sole source procurement with Keysight Technologies Inc, with quotations due July 27, 2026. This is a combined synopsis and solicitation under FAR Part 12 for commercial services; no separate written solicitation will be issued.
The procurement is a sole source justified under FAR 12.102(a). Keysight is the only source reasonably capable of providing the proprietary custom software required to verify, adjust, and calibrate the internal components of these specific equipment models; third-party laboratories lack access to Keysight's proprietary adjustment software, and any source other than the OEM would be unable to restore equipment to exact factory specifications, rendering it uncertified for operational use.
The contract structure spans five years: one-year base period (August 3, 2026 to August 2, 2027) plus four one-year option periods extending through August 2, 2031. Services must be performed by Keysight Technologies or a certified Keysight Authorized Service Provider using OEM proprietary procedures and software. Upon completion of service for each asset, the contractor shall deliver a calibration certificate with pre-calibration (as-found) and post-calibration (as-left) measurement data reports. The contract includes a separate line item for unscheduled maintenance with a not-to-exceed limit of $50,000 per contract year, covering emergency repairs, complex diagnostics, out-of-hours troubleshooting, non-standard replacement components, and rapid mobilization for equipment breakdowns.
Place of performance is Edwards Air Force Base, California, Building 1030, FOB Destination. Contractor personnel must undergo criminal background checks, obtain AFMC Form 496 identification cards, complete Antiterrorism Awareness Level I training within thirty days of award, and complete OPSEC training within ninety days of work initiation. Personnel must comply with Edwards AFB security regulations, base traffic regulations, force protection measures, and Real ID Act requirements; weapons and firearms are prohibited on base. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; PSC is J066.

NOTICE OF INTENT TO SOLE SOURCE
Market research and OEM consultation confirm that Keysight Technologies is the only source capable of satisfying this requirement. As the Original Equipment Manufacturer of the signal and network analyzers, Keysight holds proprietary rights to the custom software required to successfully verify, adjust, and calibrate the internal components of these specific models. While third-party laboratories may possess general testing capabilities, they do not have access to Keysight's proprietary adjustment software. Therefore, relying on any source other than the OEM would result in an inability to restore the equipment to exact factory specifications, negatively impacting the mission and rendering the equipment uncertified for operational use.
