About this file

This is a Determination and Findings (D&F) document for a sole source contract award justifying single-source procurement from Keysight Technologies for calibration services.

The contracting activity is 772TS/EWOX under the AFTC/PZZG organization. The requirement is a five-year calibration service agreement (one-year base period plus four one-year option periods) to maintain and provide NIST-traceable calibration and adjustment services for twenty-three pieces of critical, high-precision electronic test and measurement equipment manufactured by Keysight Technologies. The equipment includes various signal analyzers, oscilloscopes, network analyzers, microwave analyzers, and EMI receivers with specific model numbers and serial numbers listed. The sole source justification is based on RFO 12.102(a) (Commercial Products and Services), citing that only one source is available. The contracting officer determined that Keysight Technologies is the only source reasonably capable of satisfying this requirement because, as the Original Equipment Manufacturer, Keysight holds proprietary rights to the custom software required to verify, adjust, and calibrate the internal components of these specific models. Third-party laboratories lack access to Keysight's proprietary adjustment software, and using any source other than the OEM would result in an inability to restore equipment to exact factory specifications, negatively impacting the mission and rendering the equipment uncertified for operational use. The determination was approved and signed by Jamil Minosa, TSgt, USAF, Contracting Officer, on July 15, 2026.

software. Therefore, relying on any source other than the OEM would result in an inability to restore the equipment to exact factory specifications, negatively impacting the mission and rendering the equipment uncertified for operational use.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
