About this opportunity

The National Park Service seeks annual round-trip barge transportation services to Kalaupapa National Historic Park on Molokai, Hawaii, with proposals due April 18, 2026 at 11:59 P.M. Hawaii Time and questions due April 8, 2026 at 12:00 P.M. Hawaii Time. This is a Total Small Business Set-Aside under NAICS 483113 (Coastal and Great Lakes Freight Transportation) with an 800-employee size standard.

Place of performance is Kalaupapa, Hawaii, with loading operations in Honolulu. The single annual round-trip service occurs between July and August due to tide constraints limiting access to one opportunity per year. The contract term is one base year plus three option years, firm-fixed-price.

The barge must be a single-deck, drive-on/drive-off vessel capable of accommodating a minimum of two government transport trucks, approximately 15 large closed containers (10' and 20'), 10 open-deck stackable containers, 15 dump containers, two fuel trucks, and 150–200 government-provided 55-gallon drums of fuel per round-trip. The contractor must provide all labor, materials, equipment, fuel, permits, licenses, and insurance. Mandatory requirements include certified forklifts and operators, fuel containment, and full compliance with federal, state, and local hazardous materials and waste disposal regulations. All contractor personnel must comply with State of Hawaii Department of Health permitting at least 10 business days in advance and Kalaupapa visitor rules. Performance standards require zero validated defects for loading, destination unloading, spill prevention planning, and stowage plans; no more than one validated defect per year for other tasks.

Pricing must be fully burdened and itemized into eight categories: vessel charter, crew, equipment rental, fuel and consumables, loading/unloading labor, spill response plan and compliance, overhead and profit, and miscellaneous costs. Proposed pricing shall remain valid for a minimum of 60 days. Service Contract Act prevailing wage rates apply. Award will be made to the offeror providing best value based on technical approach, past performance, price, and small business participation, with non-price factors weighted as more important than price.
