COMBINED SYNOPSIS/SOLICITATION

(I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(II) This combined synopsis/solicitation is issued as a request for quotation (RFP). Submit written proposals on RFP Number 140P8226R0001.

(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number: 2026-01, Effective Date: 03/13/2026.

(IV) This solicitation is being issued as a Total Small Business Set-Aside NAICS Code: See SF 1449, Block 10 Small Business Size Standard: See SF 1449, Block 10

(V) Contractor Pricing Instruction

The Offeror shall complete the Price Volume using the attached PRICING WORKSHEET. Pricing must be clearly itemized into logical categories to facilitate evaluation, as outlined below:

A. Vessel Charter – Provide the daily rate and total number of days (e.g., 5 days @ $___ per day).

B. Crew – Provide fully burdened daily or hourly rates for all tug and barge personnel (8-person crew with 24/7 coverage).

C. Equipment Rental – Identify types, quantities, and daily rates for all equipment (e.g., forklifts, containers, winches).

D. Fuel & Consumables – Provide estimated quantities and unit pricing (e.g., cost per gallon of diesel for tug and assist tug).

E. Loading/Unloading Labor – Provide rates and estimated hours for forklift operators, stevedores, and related labor (rate × hours).

F. Spill Response Plan & Compliance – If subcontracted (e.g., dive team), provide a detailed breakout of labor categories, days, and associated costs.

G. Overhead and Profit – Clearly identify any applied rates or percentages.

H. Miscellaneous Costs – Include any additional costs not otherwise captured (e.g., mobilization/demobilization, insurance).

All proposed costs must be fully burdened, inclusive of all applicable labor, indirect costs, and fees. The proposal shall include supporting pricing worksheets that clearly substantiate each line item. This is a final proposal. No target pricing will be provided.

Proposed pricing shall be held valid for not less than 60 days. Please ensure proposals reflect how long pricing is valid.

(VI) Description of Requirements is as follows:

The contractor shall perform all tasks in the attached PWS: annual round-trip barge transport of supplies/equipment from Honolulu to Kalaupapa and return, including loading (Honolulu), off-load/re-load (Kalaupapa), final off-load (Honolulu), spill-plan development, containers, scheduling, stow plans, and all other requirements. Mandatory requirements include but not limited to: vehicle/barge meeting the “no-lift” load/unload capability; forklifts and certified operators; fuel containment; and compliance with environmental/HAZMAT regs. All tasks and quality objectives in the PWS Service Summary must be met.

(VII) The Government intends to award a Firm-Fixed-Price (FFP) contract consisting of one (1) base year and three (3) option years, covering all requirements specified in the Performance Work Statement (PWS).

The contractor will be notified of the delivery date upon contract award. The anticipated start date is on or before June 1, 2026.

(VIII) FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (Sep 2023)

FAR 52.212-1 applies to this acquisition with the following addenda:

(a) Proposal Submission Offerors shall submit proposals in two (2) separate volumes:

• Volume I – Technical Proposal

• Volume II – Price Proposal

Each volume shall be submitted as a separate PDF file and clearly labeled. Each volume shall include a cover page identifying the solicitation title and the offeror’s name.

The Technical Volume shall not contain any pricing information. Inclusion of price information in the Technical Volume may render the proposal unacceptable.

(b) Volume I – Technical Proposal Checklist Offerors shall include the following in Volume I:

Technical Approach Provide a clear and detailed description of how the offeror will perform all requirements of the Performance Work Statement (PWS). The response shall demonstrate an understanding of the requirements and include methods, processes, and resources to ensure successful performance.

Subcontracting Approach Identify whether the work will be self-performed or subcontracted. If subcontracting is proposed, provide: subcontractor name(s), tasks to be performed by subcontractor, percentage of total effort by subcontractor Subcontracting Plan (Large Businesses) If the offeror is a large business, a subcontracting plan will be required in accordance with applicable FAR requirements and Department of the Interior policy, including DOI-AAAP-0076.

The subcontracting plan shall address goals for small business utilization as applicable.

Past Performance (minimum of three (3) recent and relevant contracts within the past five (5) years;

include contract numbers, POCs, and contact info)

(d) Volume II – Price Proposal Checklist Offerors shall include the following in Volume II:

Proposed pricing shall be fully burdened and include all costs necessary to perform the requirements.

(e) Page Limitation Technical narratives shall be limited to two (2) pages. Additional pages beyond this limit may not be evaluated.

(IX) FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government, price and other factors considered.

This acquisition will be conducted in accordance with FAR 13.106-2(b). The Government intends to evaluate offers and may make award without exchanges; however, the Government reserves the right to conduct exchanges if determined necessary.

The Government will use a comparative evaluation (tradeoff) approach. While the Government is not required to assign formal weights, non-price factors are more important than price. As the differences between proposals in non-price factors decrease, price may become the determining factor.

(1) Evaluation Factors The Government will evaluate proposals using the following factors:

(i) Technical The Government will evaluate the extent to which the proposal demonstrates the offeror’s ability to meet the requirements of the PWS. Evaluation will consider:

• Understanding of requirements

• Soundness of approach

• Feasibility of execution

• Quality control methods

• Completeness and clarity

(ii) Past Performance The Government will evaluate past performance for recency, relevancy, and quality. The Government may use information obtained from sources other than those provided by the offeror. If past performance information is unavailable or insufficient, the offeror may be assigned a neutral rating.

(iii) Price The Government will evaluate total price, including all CLINs and option CLINs. Prices will be evaluated for completeness, reasonableness, and balance.

(iv) Small Business Participation Offerors are advised that small business participation will be evaluated as part of the source selection process in accordance with DOI-AAAP-0174. Offerors should describe the extent and quality of their small business participation, including commitments to small business subcontractors, the roles those subcontractors will perform, and the percentage of work allocated to small businesses. The Government may consider the level of small business participation as part of the overall evaluation in determining best value.

(2) Basis for Award Award will be made to the offeror whose proposal represents the best value. The Government may select other than the lowest-priced proposal if a higher-priced proposal is determined to provide superior technical merit or lower performance risk that justifies the price premium. Conversely, the Government may select a lower-priced proposal if the additional benefits of a higher-rated proposal do not warrant the additional cost.

(3) Options The Government will evaluate options in accordance with FAR 52.217-5. Evaluation of options will not obligate the Government to exercise them.

(4) Award A written notice of award or acceptance shall result in a binding contract without further action by either party.

(X) The offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

(XI) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.

(XII) The clause at FAR52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition.

(XIII) The Government intends to award a contract with one base year, three option years and a six-month service extension resulting from this solicitation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

FAR 52.217-8 Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of contract expiration.

FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 4 years and 6 months.

FAR 52.247-64: Preference for Privately Owned U.S.-Flag Commercial Vessels (Nov 2021)

(a) Except as provided in paragraph (e) of this clause, the Cargo Preference Act of1954 (46 U.S.C.App.1241(b)) requires that Federal departments and agencies shall transport in privately owned U.S.-flag commercial vessels at least 50 percent of the gross tonnage of equipment, materials, or commodities that may be transported in ocean vessels (computed separately for dry bulk carriers, dry cargo liners, and tankers). Such transportation shall be accomplished when any equipment, materials, or commodities, located within or outside the United States, that may be transported by ocean vessel are-

(1) Acquired for a U.S. Government agency account;

(2) Furnished to, or for the account of, any foreign nation without provision for reimbursement;

(3) Furnished for the account of a foreign nation in connection with which the United States advances funds or credits, or guarantees the convertibility of foreign currencies; or

(4) Acquired with advance of funds, loans, or guaranties made by or on behalf of the United States.

(b) The Contractor shall use privately owned U.S.-flag commercial vessels to ship at least 50 percent of the gross tonnage involved under this contract (computed separately for dry bulk carriers, dry cargo liners, and tankers) whenever shipping any equipment, materials, or commodities under the conditions set forth in paragraph (a) of this clause, to the extent that such vessels are available at rates that are fair and reasonable for privately owned U.S.-flag commercial vessels.

(c)

(1) The Contractor shall submit one legible copy of a rated on-board ocean bill of lading for each shipment to both-

(i) The Contracting Officer, and

(ii) The:

Office of Cargo Preference Maritime Administration (MAR-590) 400 Seventh Street, SW Washington

DC 20590.

Subcontractor bills of lading shall be submitted through the Prime Contractor.

(2) The Contractor shall furnish these bill of lading copies (i) within 20 working days of the date of loading for shipments originating in the United States, or (ii) within 30 working days for shipments originating outside the United States. Each bill of lading copy shall contain the following information:

(A) Sponsoring U.S. Government agency.

(B) Name of vessel.

(C) Vessel flag of registry.

(D) Date of loading.

(E) Port of loading.

(F) Port of final discharge.

(G) Description of commodity.

(H) Gross weight in pounds and cubic feet if available.

(I) Total ocean freight revenue in U.S. dollars.

(d) The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts or purchase orders under this contract, except those described in paragraph (e)(4).

(e) The requirement in paragraph (a) does not apply to-

(1) Cargoes carried in vessels as required or authorized by law or treaty;

(2) Ocean transportation between foreign countries of supplies purchased with foreign currencies made available, or derived from funds that are made available, under the Foreign Assistance Act of1961 ( 22 U.S.C. 2353);

(3) Shipments of classified supplies when the classification prohibits the use of non-Government vessels;

and

(4) Subcontracts or purchase orders for the acquisition of commercial products or commercial services unless-

(i) This contract is-

(A) A contract or agreement for ocean transportation services; or

(B) A construction contract; or

(ii) The supplies being transported are-

(A) Items the Contractor is reselling or distributing to the Government without adding value. (Generally, the Contractor does not add value to the items when it subcontracts items for f.o.b. destination shipment);

or

(B) Shipped in direct support of U.S. military-

(1) Contingency operations;

(2) Exercises; or

(3) Forces deployed in connection with United Nations or North Atlantic Treaty Organization humanitarian or peacekeeping operations.

DIAR 1452.201-70 Authorities and Delegations (Sept 2011)

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. (1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.

The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph

(d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

DIAR 1452.228-70 Liability Insurance (JUL 1996)

(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:

$50,000.00 each person* $1,000,000.00 each occurrence* $1,000.000.00 property damage*

(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.

DIAR 1452.233-2 Service of Protest – Department of the Interior (Deviation) (Jul 1996)

(A) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from Lei Yang (Lei_Yang@nps.gov).

(B) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.

(C) A copy of the protest served on the Contracting Officer shall be simultaneously furnished by the protester to the Department of the Interior Assistant Solicitor, Acquisitions and Intellectual Property, 1849 C Street, NW, Room 6511, Washington, DC 20240.)

DEPARTMENT OF INTERIOR (DOI) LOCAL CLAUSES:

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (APR 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice.

a. Proper invoice. A complete copy of each invoice, which includes the Contract award number, period of performance, invoice number, Contractor name and address, and all other required documents must be attached in IPP.

b. The Contractor’s request should be submitted to the Contracting Officer’s Representative (COR) and to the Contracting Officer concurrently. Each request for progress payments should include the following substantiation:

1. An itemization of the amounts requested, related to the various elements of work required by the contract covered by the payment requested.

2. A listing of the amount included for work performed by each subcontractor under the contract (if any).

(3) Additional supporting data in a form and detail required by the Contracting Officer, as applicable.

c. If an IPP invoice is submitted without the attached invoice, the IPP submission will be rejected and the contractor will be required to re-submit said invoice.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirements to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
