The barge must be a single-deck vessel capable of drive-on/drive-off operations, accommodating a minimum of two government transport trucks, approximately 15 large closed containers (10' and 20'), 10 open-deck stackable containers, 15 dump containers, two fuel trucks, and 150-200 government-provided 55-gallon drums of fuel per round-trip. The contractor must comply with all federal, state, and local requirements governing hazardous materials transport and waste disposal. Performance requirements include zero validated defects for loading, unloading at destination, spill prevention planning, and stowage plans; no more than one validated defect per year for other tasks. All contractor personnel must maintain professional appearance, undergo permitting through the State of Hawaii Department of Health at least 10 business days in advance, and comply with Kalaupapa visitor rules and OSHA requirements.

1.0 DESCRIPTION OF SERVICES
The Contractor shall provide all management, labor, tools, and equipment necessary to ensure Annual Barge Services at Kalaupapa National Historic Park (“Kalaupapa NHP”)(“KALA”). The Contractor shall furnish one (1) annually round-trip barge services from Honolulu, Island of Oahu, HI (“Honolulu, HI”) to Kalaupapa NHP, Island of Molokai, HI, including return service back to Honolulu, HI.
Barge services are required for:
(1) The transportation of miscellaneous supplies and equipment to Kalaupapa NHP from Honlulu, HI, and (2) The evacuation of miscellaneous supplies, equipment and waste products, via return barge service from Kalaupapa NHP to Honolulu, HI.
Period of Performance: Due to tide dynamics that impact barge access to Kalaupapa NHP, annual barge services typically occur between July and August of each year. The term of this contract shall be one year.
The estimated quantities and weights contained in this document are for reference purposes only. They are neither a warrant nor a guarantee of the actual quantities and weights of materials or waste to be accumulated in the containers.
1.1 BACKGROUND
Kalapaupa NHP’s mission is to provide a well-maintained community that ensures the present patient-residents of the Kalaupapa Settlement may live out their lives peacefully and comfortably. The park also supports education concerning Hansen's disease (leprosy), a disease shrouded in fear and ignorance for many centuries.
Due to tide dynamics, the annual barge service represents the sole opportunity per year to bulk resupply KALA with essential supplies and equipment needed for the year following each annual service. The barge service is essential for park operations and the health and safety of those patient-residents located at the Kalaupapa Settlement.
Kalaupapa NHP is located on the northern side of the Island of Molokai and is a remote location with logistical challenges not encountered elsewhere in Hawaii. The airport is limited to a small commuter plane service and daily air freight deliveries. Annual barge delivery service provides the only opportunity per year to receive bulk items.
1.2 SCOPE
The Contractor shall provide all labor, materials, equipment, supplies, containers, fuel, supervision, permits, licensing, insurance and all other items and services required to provide round trip barge service to include loading and offloading from Honolulu, HI, to Kalaupapa NHP, with return service back to Honolulu, HI.
1.2.1 Task 1: Loading at Origin (Honolulu, HI)
The Contractor shall provide adequate equipment, materials, labor and supervision (to include but not limited to two (2) to three(3) forklifts and qualified operators) to ensure uninterrupted and safe loading operations for two (2) days (Thursday/Friday) prior to departure. The contractor shall ensure security personnel are aware of operations and properly direct NPS deliveries to the proper staging area in an effort to prevent loading delays. The contractor shall immediately notify NPS of any unloaded items immediately and prior to finalizing the manifest or departure.
1.2.2 Task 2: Off-load and Re-load at Destination (Kalaupapa, Molokai, HI) The Contractor shall provide adequate equipment, materials, operators and supervision to ensure uninterrupted and safe off-load and re-load operations. Off-load/re-load shall begin no earlier than sunrise and no later than 0700 on day of arrival (Saturday). The contractor shall not depart until given approval from the on-site NPS Contracting Officer Representative (COR) or sundown (whichever occurs first).
1.2.3 Task 3: Off-load at Final Destination (Honolulu, HI)
The Contractor shall provide adequate equipment, materials, operators and supervision to ensure uninterrupted and safe off-load. Off-load shall begin at 0700 the Monday following departure from Kalaupapa NHP and is expected to take approximately one (1) day. Load and off-load dates shall be chosen to avoid state or federal holidays if possible. If the Contractor selects a holiday load or off-load date, the Contractor shall provide service regardless of existing holiday schedules.
1.2.4 Task 4: Spill Prevention and Containment Plan
The Contractor shall provide a written spill prevention and containment plan each year at least 45 days prior to the sail date based on the specific quantities and types of materials that are being transported. The plan shall include anticipated labor and materials necessary to prevent environmental damage in the event of an unintended spill. The plan shall also include qualifications of personnel responding to spills.
1.2.5 Task 5: Ensure Correct Quantity and Types of Equipment
The Contractor shall ensure the correct quantity and types of forklifts, ramps, flat racks and spill kits are available during all loading and off-loading operations at origin and destination.
1.2.6 Task 6: Scheduling
The Contractor shall propose exact dates (during July or August) for the annual trip no later than July of this year. Upon acceptance of the dates by NPS, the contractor shall not change the schedule without prior written approval from the COR.
1.2.7 Task 7: Planning Meetings
The Contractor shall participate in planning meeting(s), in person or via conference call, to discuss the parameters of the manifest for that given year, the order of operations for loading and unloading, site constraints that may be different from prior years, etc. These meetings will provide a rough outline of the intended shipping requirements.
1.2.8 Task 8: Stow Plans
The Contractor shall provide a written stow plan for both inbound and outbound cargo services no later than two weeks (14 days) prior to the sail date. The stow plan shall include a detailed cargo inventory, a layout and stowage map, and the planned loading/offloading sequence. This information is necessary to ensure efficient loading, unloading, and access to high-priority items.
If the Park’s total cargo weight or volume in either direction exceeds barge capacity, the Contractor shall notify NPS as soon as possible, ideally before the final stow plan submission, to allow ample time for prioritization decisions. In such cases, the Contractor must inform the Park of the total weight or volume reduction required so that NPS can determine which items will be prioritized for transport.
Key pieces of information to be included in the stow plan:
· Cargo Inventory: A comprehensive list of all items, including weights, volumes, and any special handling needs.
· Layout and Stowage Map: A visual representation of the stowed cargo to assist with locating items during unloading.
· Loading and Offloading Sequence: An ordered list detailing the sequence in which items will be loaded and unloaded, to prioritize access to critical items upon arrival.
1.2.9 Task 9: Closed Shipping Containers
The Contractor shall provide closed shipping containers. The government estimates that approximately 15 closed shipping containers will be required, in a combination of 10’ and 20’ sizes, per roundtrip. The contractor shall provide open-deck, stackable containers in various sizes, as well as open-top dump containers, necessary for the transportation of aggregate and similar loads. The government estimates that approximately 10 open-deck, stackable containers in various sizes will be required and that approximately 15 dump containers will be required per roundtrip.
1.2.10 Task 10: Barge Requirements
The Contractor shall provide a barge capable of meeting the following minimum requirements:
1.2.10.1 Single deck, capable of loading and unloading during low tide and off-loading cargo directly onto the wharf/pier without use of motorized booms or lifts.
1.2.10.2 Drive-on/drive-off accessibility and provide forklift for unloading of containers.
1.2.10.3 Capacity to transport a minimum of two government-provided transport trucks to haul aggregate to specified sites, along with approximately 15 large closed containers (various sizes of 10’ and 20’); 10 open-deck, stackable containers of various sizes; and 15 dump containers.
1.2.10.4 Capability to transport palletized cargo, various types of vehicles, and heavy equipment.
1.2.10.5 Capability to transport a minimum of two government-provided Fuel Trucks and an estimated of 150 to 200 government-provided 55-gallon drums per roundtrip to safely bring gasoline and diesel fuel onto the island. The fuel company will provide their own drivers to load and offload their trucks & tankers.
1.2.10.6 Compliance with all applicable State, Federal and regulatory requirements governing the safe hauling, hazardous material transport, spill mitigations, and cleanup response/processes for unintended spills of hazardous materials and or waste. This includes but is not limited to unleaded and diesel fuels, non-potable waste waters and septic effluents, recovered automotive fluids, and waste streams.
1.3 PERMITS, LICENSE & INSURANCE
The Contractor shall be responsible for obtaining and holding all necessary permits, licenses and insurance required to accomplish these services, including final disposition. The contractor shall be responsible for complying with all Federal, State and Local requirements for waste disposal and any other service activities made under this effort. The contractor shall be responsible to ensure sub-contractors possess the appropriate licensing for the sub-contracted service activities provided.
1.4 CONTRACTOR PROVIDED EQUIPMENT AND SUPPLIES
All equipment used in the performance of this contract shall be in good operable condition. Equipment found to be unsafe and unable to function as designed, shall not be used in performance of this contract. The Contracting Officer (CO) or Contracting Officer’s Representative (COR) may inspect the Contractor’s equipment at any time while on government property and may direct the removal of any unsafe or unusable equipment from those locations.
The Contractor shall provide adequate number of equipment items and vehicles to effectively fulfill the scope of this contract. In addition, the Contractor shall maintain or have backup capability to provide continued service in the event primary equipment or vehicles are unsatisfactory or down for extended maintenance or repairs. Equipment failure shall not alleviate the Contractor from performing any requirement contained in this contract.

The contract service requirements are summarized in the performance objectives below. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS provides information on contract requirements, the expected level of Contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

The Contractor shall submit a schedule for all services described in this PWS and Appendices to the COR for approval no later than end of July of this year prior to the scheduled performance start date. The Contractor shall not deviate from the approved schedule without prior approval from the CO. Permanent changes to the schedule shall be submitted 10 days before implementation and must receive CO approval before the Government will allow the proposed changes. The schedule must be submitted electronically using a file format compatible with Government software.
2.3 PROGRESS MEETINGS
The CO, COR, other government personnel, as appropriate, and the Contractor shall periodically meet to discuss the Contractor’s performance. The following issues shall be discussed: opportunities to improve the contract, required contract modification(s), unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the contractor to prevent unsatisfactory occurrences in the future. The Contractor shall provide a summary of unsatisfactory inspections and customer complaints and shall provide insight into any identified trends, root cause analysis, and performance improvement plan.
2.3.1 Progress Meeting Minutes
The CO will develop meeting minutes and distribute those minutes to the Government team and the Contractor. Should the Contractor not concur with the minutes, the Contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution within five business days of receipt.
2.4 CONTRACTOR’S QUALITY CONTROL
The Contractor shall develop and maintain a quality program to ensure the services described by this PWS are performed in accordance with commonly accepted commercial practices. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. At a minimum the contractor shall develop quality control procedures addressing the areas identified in paragraph 2.0, Service Summary.
2.4.1 Contractor’s Quality Control Plan (QCP)
The Contractor shall develop and maintain a written Quality Control Plan that, at a minimum, describes: (1) What will be monitored;
(2) How monitoring will be conducted;
(3) When monitoring will take place;
(4) Who will conduct monitoring; and,
(5) How monitoring results and corrective actions will be documented.
The QCP shall be made available to the Government upon request.
2.5 QUALITY ASSURANCE
The Government will inspect and evaluate the Contractor’s performance to ensure services are received in accordance with requirements set forth in this PWS. The CO will appoint a primary and alternate representative, CORs for management of the day-to-day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the Contractor after contact award. The contractor shall provide work schedules to the COR in accordance with paragraph 2.2 of this PWS. The COR may inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers or otherwise inspecting the task and its results to determine compliance with PWS standards and requirements.
2.6 GOVERNMENT REMEDIES
The CO will follow FAR 52.212-4 Contract Terms and Conditions-Commercial Items, in the event of the contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

| 3.1 | CONTRACT MANAGER |
The contractor shall establish a contract manager or alternate(s) that can be contacted during work hours. The contract manager or alternate shall be available during normal duty hours to discuss contract related matters. The contractor shall provide the CO with the telephone number(s) where performance validation results and complaints can be reported. This information shall be updated promptly by the contractor whenever personnel changes occur. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract.
3.2 CONTRACTOR PERSONNEL APPEARANCE
Contractor personnel shall present a neat and professional appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection. All contractor personnel shall always be fully clothed while performing the services of this contract. "Fully Clothed" is deemed to mean that a shirt (or T-shirt), trousers, closed-toe shoes and personal protective equipment, if required, shall always be worn. Tact, diplomacy, and courtesy shall always be used during contact with the community.
3.3 EMPLOYEE RESTRICTIONS
The CO is authorized to restrict employment under the contract of any contractor employee or prospective contractor employee who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

4.3 GOVERNMENT FURNISHED PROPERTY AND SERVICES
Use of Government Furnished Property (GFP) is not contemplated. Inquiries related to GFP may be directed to the CO and COR.

The NPS is the steward of unique resources found within the national parks. The NPS is committed to protecting natural, cultural, historical, archaeological, and other resources found within the parks and the adjacent lands. The Contractor shall conduct all operations in a manner that protects these resources and minimizes environmental impact, and prevent damage to natural surroundings, vegetation, and terrain.
5.2 INSTALLATION SECURITY AND ACCESS REQUIREMENTS
Contact the CO and COR for guidance on installation security and access requirements. Some NPS subject to State of Hawaii Department of Health (DOH) rules and restrictions. All Contractor employees must be sponsored into the park with a valid permit. The Contractor shall provide all information required for permitting at least 10 business days in advance to meet access requirements as directed by DOH policies and procedures. The only access into the park is via airplane through Mokulele Airlines. There are no grocery stores or restaurants in Kalaupapa; food and beverages can only be obtained offsite. Cell phone service is limited. Lodging is available only through State and Federal administrations.
KNHP is a living community for Hansen’s disease patients on the north shore of Molokai, Hawaii and is subject to State of Hawaii Department of Health rules and restrictions.
All Contractor and all associated sub-contractors’ employees shall comply with applicable community, facility and local policies and procedures. See accompanying Attachment 2 - Kalaupapa Visitor Rules.
All Contractors must be sponsored into the park with a valid permit. The Contractor shall provide all information required for permitting at least 10 business days in advance to meet access requirements as directed by DOH policies and procedures.
Special Pandemic Procedures may be required by the State and Federal Government, however since this is a rapidly developing situation, Government direction will be provided prior to any site visits.
The Contractor is responsible for all travel costs and arrangements associated with the contract performance. The only access into the park is via airplane through Mokulele Airlines. There are no grocery stores or restaurants in Kalaupapa so all food and beverages must be brought in and out of the park by Contractor. Cell phone access is limited.
5.3 SAFETY REQUIREMENTS AND REPORTS
The Contractor shall perform all work in accordance with Occupational Safety and Health Administration’s (OSHA) requirements and all applicable safety regulations. The Contractor shall immediately provide a verbal report to the CO and COR for each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact, followed by written documentation as directed.
5.4 DAMAGES TO GOVERNMENT BUILDINGS, EQUIPMENT OR VEGETATION
Damages to government buildings, equipment, or vegetation are addressed in FAR 52.237-2, Protection of Government Buildings, Equipment and Vegetation. The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the CO directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
6.0 APPENDICES
The Government will make available all of the below listed documents, forms, references and report formats directly addressed within this PWS. Supplements or amendments to the below listed materials from any organizational level may be issued during the life of the contract. When notified by the CO, the Contractor shall immediately implement those changes in publications, which result in a decrease, or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the Contractor shall submit to the CO a price proposal and obtain prior approval. Price proposals shall be submitted within 15 calendar days from the date the Contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance.
Changes affecting contract price due to supplements and amendments shall be considered under the FAR 52.212-4, Contract Terms and Conditions – Commercial Items clause. Failure of the Contractor to submit a price proposal within 15 calendar days from the date of receipt of any change, shall entitle the Government to performance in accordance with such change, at no increase in contract price.
