About this opportunity

The Department of the Air Force Headquarters District Washington is seeking to procure a CyberSecure IPS Stoplight management hardware and operational software system for the Air National Guard Readiness Center (ANGRC) at Joint Base Andrews. The requirement involves installing, configuring, and testing one CyberSecure Stoplight unit or an equivalent system that meets specific technical specifications for protecting fiber optic networks carrying sensitive national security information. Contractors must have DoD 8140 certification, maintain a Secret-level security clearance, and demonstrate compliance with CNSSI 7003 and CORA standards. The evaluation criteria will focus on price and technical acceptability, with the contract to be awarded to the vendor providing the best value to the government. Quotes are due by May 28, 2025, at 2:30 PM EST, with the expectation of a 90-day implementation timeline.

The solicitation is exclusively set aside for small businesses under NAICS category 334310 (Audio and Video Equipment Manufacturing), with a small business size standard of 750 employees. The contract includes one base year with four option years, requiring separate pricing for each period. The system specification calls for three Opti-Guard M4 units, one 8-port single-mode Stoplight, and associated software to be centrally managed and integrated with the existing CyberSecure Infrastructure Management System. Work will be performed at Joint Base Andrews, Maryland, specifically in Building 3500, during standard business hours (6:00 A.M. - 6:00 P.M., Monday through Friday, excluding Federal holidays). While specific award value is not explicitly stated, the detailed technical requirements and multi-year contract structure suggest a significant investment in network security infrastructure.
