About this opportunity

The Department of the Air Force Space Command Space and Missile Systems Center is conducting a pre-solicitation market research process for the Andromeda RG-XX acquisition, which seeks to procure technologies and space-based systems for the Space Domain Awareness mission area through an Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract. This competitive firm fixed-price solicitation, to be procured under FAR Part 15, requires contractors to define, design, and build advanced space-based capabilities. The primary evaluation criteria utilize a Highest Technically Rated Offer (HTRO) approach focused on three critical factors: demonstrated prime/lead integrator experience for a Geosynchronous Earth Orbit (GEO) space vehicle, demonstrated prime/lead integrator experience for a space-based electro-optical system producing Space Domain Awareness resolved imagery, and demonstrated prime/lead integrator experience for a Rendezvous and Proximity Operations (RPO) capable space vehicle system. Contractors must demonstrate relevant space vehicle projects launched within the last five years or scheduled for launch within the next 24 months. Industry comments and questions regarding the draft RFP documents must be submitted in writing to the points of contact by 1600 PST on November 7, 2025, with the formal solicitation announcement to follow at a later date.

This pre-solicitation notice contains no set-aside designations and represents a government market survey to refine acquisition strategy based on industry feedback. The Government intends to award between 5 and 15 IDIQ contracts with a base period running from February 28, 2025 through February 28, 2035. No specific award values or budget ranges are disclosed in this draft phase. The evaluation framework uses a binary scoring matrix allowing a maximum of 3.5 total points across the three primary technical factors, with specific technical requirements including GEO altitude specifications, intelligence-quality imagery resolution standards, and purposeful space object maneuvering capabilities. Potential offerors should note that this pre-solicitation notice does not constitute a commitment to award a contract, and the Government will not reimburse any costs associated with submitting comments or responses during this market research phase.
