About this file

This file is a draft self-scoring matrix for the Andromeda Indefinite Delivery Indefinite Quantity (IDIQ) solicitation (FA881926RB001) issued by the Department of the Air Force Space Command Space and Missile Systems Center. The matrix provides a detailed evaluation framework with three critical scoring factors for potential offerors: (1) Prime/Lead Integration of a Geosynchronous Earth Orbit (GEO) Space Vehicle, (2) Prime/Lead Integration of a Space-Based Electro-Optical System producing Space Domain Awareness resolved image data, and (3) Prime/Lead Integration of a Space Vehicle capable of Rendezvous and Proximity Operations (RPO).

The scoring matrix is binary, with offerors required to demonstrate capability in each factor through space vehicle projects launched within the last 5 years or scheduled for launch within the next 24 months. Each factor has specific technical requirements, such as GEO altitude specifications, intelligence-quality imagery resolution, and purposeful space object maneuvering techniques. The evaluation allows a maximum of 3.5 total points across the three factors, with weights assigned to each criterion. Offerors must submit their self-scoring by the response deadline of 1600 PST on 4 November 2025, with the ultimate goal of competing for a firm fixed-price contract to define, design, and build space-based technologies for the Space Domain Awareness mission area.

Instructions

General Instructions
1All Offerors shall fill in the yellow shaded cells for the General Score Sheet. Official scores for the purposes of determining an Offeror's score or the Government's assessment of that score in support of any award determination will be based on the General Score Sheet.
2Offerors shall not modify or make any changes to other cells within the spreadsheet, including content, formulae, format.
3Counts in this score matrix are binary. If a factor is met, then 1 would be the appropriate choice. If a factor is not met, then 0 would be the appropriate choice.
Scoring Category Instructions
Factor 1:
Demonstrated Prime/Lead Integrator for a GEO SVEVALUATION BASIS: The offeror has served as the prime/lead integrator on a GEO space vehicle (SV) that has launched within the last 5 years or will be available for launch (AFL) within the next 24 months, in comparison to the release date of this RFP.

Specific Guidance:

1) Prime/Lead Integrators are the primary party responsible for the effort, managing subsystem providers, and controlling the project from start to finish.

2) GEO has a specific altitude of approximately 35,786 kilometers (22,236 miles) above mean sea level.

3) The GEO SV must be ESPA class or larger.

4) If leveraging a GEO SV that will be AFL within the next 24 months, then the evidence must clearly demonstrate AFL within the next 24 months.

Factor 2:

Demonstrated Prime/Lead Integrator for a Space-Based Electro-Optical SV System EVALUATION BASIS: The offeror has served as the prime/lead integrator on at least one (1) space-based E/O system that produces space domain awareness (SDA) resolved image data that has, in comparison to the release date of this RFP, successfully launched within the last 5 years or will be available for launch (AFL) within the next 24 months.

Specific Guidance:

1) Prime/Lead Integrators are the primary party responsible for the effort, managing subsystem providers, and controlling the project from start to finish.

2) SDA resolved image data shall be taken to mean high resolution imagery, or imagery that provides intelligence quality resolution.

3) For systems that have not successfully launched within the last 5 years but will be available for launch (AFL) within the next 24 months, the offeror will clearly demonstrate with their work samples that the system will be AFL within the next 24 months.

Factor 3:
Demonstrated Prime/Lead Integrator for Rendezvous and Proximity Operations (RPO) SV SystemEVALUATION BASIS: The offeror has served as the prime/lead integrator on at least one (1) space vehicle system that is capable of employing a rendezvous and proximity operations (RPO) suite that has, in comparison to the release date of this RFP, successfully launched within the last 5 years or will be available for launch (AFL) within the next 24 months.

Specific Guidance:

1) Prime/Lead Integrators are the primary party responsible for the effort, managing subsystem providers, and controlling the project from start to finish.

2) Rendezvous and proximity operations are the purposeful maneuvering of one or more independent space object(s) to within close "proximity" of a RSO, via various rendezvous techniques to include sensors, orbital dynamics techniques, processing and data fusion, and hardware.

3) For systems that have not successfully launched within the last 5 years but will be available for launch (AFL) within the next 24 months, the offeror will clearly demonstrate with their work samples that the system will be AFL within the next 24 months.
