About this opportunity

The Federal Bureau of Investigation seeks three separate fixed-price indefinite-delivery indefinite-quantity (IDIQ) contracts for 9mm Luger ammunition in three categories—Service, Training, and Frangible—with proposals and samples due August 7, 2026 (extended from July 14), and questions due June 11. This is unrestricted, full and open competition with no set-asides; the solicitation is RFP 15F06726R0000146.

Place of performance is Huntsville, Alabama. The procurement requires all ammunition to be manufactured in America using new components only, conform to SAAMI specifications, and be compatible with FBI-issued 9mm weapons including Glock models (17, 19, 26, 43, 43X, 45, 47) and Staccato HD. Initial sample submissions require 2,000 rounds per category. The NAICS code is 332992, Small Arms Ammunition Manufacturing; PSC is 1305.

The estimated total value across all three categories is $90,000,000, with category-specific ceilings: $35,000,000 for Service, $45,000,000 for Training, and $10,000,000 for Frangible. The Government guarantees a minimum order of $1,000 per IDIQ contract per category. The contract structure includes a 12-month base period, four optional one-year periods, and a potential six-month extension. Authorized buyers include Department of Justice components (FBI, DEA, U.S. Marshals) and other federal agencies approved case-by-case.

Technical evaluation comprises three phases: Phase I reviews proposal compliance and SAAMI dimensional specifications; Phase II conducts quantitative testing including terminal performance (Service only), accuracy, velocity, pressure, environmental resistance, and cleanliness; Phase III evaluates body armor penetration and functional reliability through 10,000-round (Service and Training) or 5,000-round (Frangible) live-fire testing. For Service ammunition, technical performance is weighted more heavily than price, which is weighted more heavily than past performance. For Training and Frangible, technical performance and price are approximately equal and both are weighted more heavily than past performance. Offerors must submit four volumes: technical proposal, price proposal, up to three past performance references, and ammunition samples. The evaluation method is Best Value Trade Off.

Recent amendments (effective through August 5) clarify that the 46,800 psi pressure limit at temperature extremes applies only to Service ammunition; remove waterproof sealant inspection requirements for Service ammunition; expand the no-exposed-lead restriction for Training ammunition projectiles; and modify environmental pressure testing scope to apply exclusively to Service submissions.
