About this file
This file contains Questions and Answers (Q&A) for RFP 15F06726R0000146, an FBI ammunition solicitation posted to SAM.gov on June 23, 2026. The document does not establish new contract terms but provides clarifications on the existing solicitation requirements for 9mm Luger ammunition in three categories: Service, Training, and Frangible. The Q&A addresses 49 substantive questions from potential offerors regarding technical specifications, testing procedures, evaluation criteria, and contract administration.
Key clarifications from the Q&A include: foreign-sourced ammunition is prohibited per FAR 52.225-1 and Statement of Work requirements; no Economic Price Adjustment (EPA) clause will be added despite raw material cost volatility; the Government has no preference between 124-grain and 147-grain Service ammunition provided weight requirements in Section C.4.1.1 are met; sample submission is required for evaluation; pressure/velocity test reports must be provided for every lot shipped without requiring an independent laboratory; and automated digital optical scanning equipment is mandatory for Service ammunition inspection. Testing specifications clarify that velocity will be measured at 15 feet from muzzle using Oehler 57 infrared chronograph screens; terminal performance testing will use 60-pound gelatin blocks with dimensions of 21.5" long, 9.5" wide, and 9" tall; and the FBI Protocol Test for terminal performance involves 30 test shots per firearm type across three test weapons (Glock 43X, Glock 19M Gen 5 MOS, and Staccato HD P4). The solicitation has no small business set-asides and is unrestricted, fair, and open competition. Subcontractors providing non-critical components are not required to register in SAM.gov, and the Government may award the three ammunition categories to different vendors. Offerors must submit 2,000 rounds per submission prior to the deadline, with functional reliability evaluated during Phase III testing of 10,000-round samples.

The following questions and answers are provided for informational purposes only. Nothing contained in the below questions and answers constitutes a change to the terms and conditions of the solicitation.
Any change to a term or condition will be issued through an amendment to the solicitation.
Note: In some instances, questions have been abbreviated or additional context has been added to clearly describe the question for all potential Offerors. Any reference to a specific product or potential Offeror has been removed and made generic.
QUESTION 1:
My company is based outside of the United States, and the ammunition would be sourced from outside the United States. Is it possible to allow an exception or alternative approach, which would enable us to submit a bid.
ANSWER 1:
NO, THE RELEVANT CONTRACT CLAUSE (FAR 52.225-1) AND STATEMENT OF WORK REQUIREMENT
(C.3.4) STAND AS WRITTEN.
QUESTION 2:
In reference to pressure standardization, does the FBI require compliance with SAAMI, NATO, or CIP pressure standards specifically, and will a certified test report from an independent laboratory be required for each lot prior to shipment?
ANSWER 2:
PRESSURE PERFORMANCE REQUIREMENTS ARE DOCUMENTED WITHIN THE SOLICITATION. PLEASE

QUESTION 33:
Due to unprecedented volatility in the current/future commodities market(s), coupled with ongoing information flow regarding Trump administration intent to implement additional tariffs on copper and copper products, and additional inflationary pressures on all other raw materials, it is nearly impossible to accurately predict product costs and provide pricing on 5 yr, fixed-price contracts without assuming significant economic risk. Looking at last 5 years, we have seen price fluctuations/escalations of over 100% for copper, over 50% for zinc, and over 200% for nitrocellulose, which is a main component in production of propellants. With respect to this condition, would the government consider the following:
1. Allow for justified/negotiated, extension-year economic price adjustment (EPA) to replace up-front firm/fixed 5 YR pricing in accordance with provisions of FAR 52-216-4, Economic Price Adjustment, Labor and Materials, specifically for copper, zinc, and propellant, supported by pre-defined baseline prices included in the first year firm fixed price offer, and future year adjustments linked to material content for each of the products, priced at the time of the future years’ awards.
2. Allow for a “mutual agreement/opt out” option where both parties must agree/approve extension year pricing.
3. Additionally, to alleviate the risk of additional tariff-induced inflation, we would like to ask the government to consider including the DFAR 252.225-7013 Duty-Free Entry for the prime contractor, and associated flow-down provisions to our subcontractors in the list of applicable clauses for this contract.
ANSWER 33:
THE REQUIREMENT FOR FIXED PRICING STANDS AS WRITTEN. THE FBI WILL WORK WITH
CONTRACTORS IN GOOD FAITH IF AND WHEN TARIFFS ARE IMPLEMENTED.
QUESTION 34:
Regarding C.4.2.1, will the Bureau explain their standard barrel cleaning procedures, and will this procedure be completed prior to each solicitation sample to ensure that each submission equal barrel conditions when evaluating accuracy?
ANSWER 34:
THE BARRELS WILL BE CLEANED BETWEEN EACH SUBMISSION. THE CLEANING PROCEDURE IS AS
FOLLOWS:
SEPARATELY, TWO SOLVENT-MOISTENED CLEANING PATCHES WILL BE PASSED THROUGH THE BARREL, FROM CHAMBER TO MUZZLE. A BRASS BORE BRUSH WILL BE PASSED THROUGH THE BARREL
(FORWARD AND BACK) TEN TIMES. CLEANING PATCHES WILL BE PASSED THROUGH THE BARREL UNTIL THEY COME OUT CLEAN. FOLLOWING THE CLEANING, THE BARRELS WILL BE VISUALLY INSPECTED.
QUESTION 35:

QUESTION 39:
Section C.5.4. requires a power factor no less than 125 and no greater than 150. Would the Bureau consider lowering the minimum power factor range on frangible submissions to 120?
ANSWER 39:
NO.
QUESTION 40:
Phase II, Factor 1 – Terminal Performance: Please confirm that 90 rounds total will be fired for this test.
To clarity, each service submission will be tested “Utilizing all thirty (30) test shots” FBI protocol test per firearm type (43x, 19M, 17M). These 3 protocol scores (1 each from 43x,19M,17M) will then be used for weighting and final Terminal Performance Assessment Score?
ANSWER 40:
YES.
THE FBI PROTOCOL TEST UTILIZES 30 TEST SHOTS. THE PROTOCOL TEST WILL BE RUN THREE TIMES;
ONCE WITH EACH OF THE THREE TEST WEAPONS IDENTIFIED IN SECTION M.3.5, FACTOR 1. THE RESULTS
OF THOSE THREE PROTOCOL TESTS WILL BE WEIGHED TO CALCULATE THE OVERALL TERMINAL
PERFORMANCE ASSESSMENT SCORE.

THE GOVERNMENT INTENDS TO UTILIZE AN ARRAY OF THREE OEHLER 57 INFRARED CHRONOGRAPH
SCREENS. THE GOVERNMENT RESERVES THE RIGHT TO USE A BACKUP DEVICE.
QUESTION 44:
Phase II, Factor 5 – Power Factor: Since average velocity varies from one Glock 19M Gen5 MOS to another, if the manufacturer’s test is below the 150 maximum power factor, but the FBI’s result of the power factor test is slightly above, will there be any consideration as to the specific firearm used and its contribution to this measurement? Would the FBI consider the power factor requirement as an average of multiple Glock 19M Gen5 MOS?
ANSWER 44:
NO. PHASE II, FACTOR 5 STANDS AS WRITTEN.
QUESTION 45:
Phase II, Factor 12 – Ammunition Malfunctions: How will a malfunction related to an ejected case bouncing off an authorized pistol mounted optic and back into the ejection port during feeding be distinguished from an actual ammunition caused malfunction (e.g., Failure to eject)?
ANSWER 45:
FOR ALL STOPPAGES, THE FBI WILL CONSIDER THE TOTALITY OF THE CIRCUMSTANCES IN ORDER TO
DETERMINE THE CAUSE OF THE MALFUNCTION (E.G., SHOOTER-INDUCED, WEAPON-INDUCED,
AMMUNITION-INDUCED, OR UNDETERMINED).
QUESTION 46:
