About this file
This is an amendment to Request for Proposal (RFP) 15F06726R0000146 for 9mm Luger ammunition in three categories: Service, Training, and Frangible. Amendment 001 was posted to SAM.gov on August 5, 2026, and modifies Section C.4.6.3 regarding temperature performance specifications.
The amendment clarifies that the 46,800 psi pressure limit when ammunition is fired at temperature extremes (-40°F and +140°F) applies specifically to Service Ammunition only. The original requirement stated that all ammunition must be safe to fire in firearms at temperatures between -40°F and +140°F with no single shot exceeding 46,800 psi. The revised language restricts this pressure specification to the Service Ammunition category, thereby allowing Training and Frangible ammunition variants to have different pressure performance characteristics at temperature extremes while maintaining the general safety requirement that all ammunition types be safe to fire across the specified temperature range.
