About this file
This document contains amendments to Request for Proposal (RFP) 15F06726R0000146 for 9mm Luger ammunition in three categories: Service, Training, and Frangible. The RFP was posted to SAM.gov on August 3, 2026.
Amendment 001 modifies Section L.6 (Proposal Preparation Instructions) to clarify that environmental pressure test data shall be provided specifically for Service rounds rather than all rounds, with testing conducted per Phase II, Factor 7. The required data includes muzzle velocity, peak pressure, Maximum Average Pressure (MAP), and Maximum Probable Sample Mean (MPSM) for 10 rounds at high temperature and 10 rounds at low temperature. Amendment 002 revises Section M.3.5 to designate Factor 7 – Environmental Pressure as applicable to service ammunition only. Amendment 003 updates the detailed evaluation criteria in Section M.3.5 Phase II to specify that environmental pressure testing applies exclusively to Service submissions, with results from Training and Frangible categories used for informational purposes only and not counted for or against the offeror. The pressure testing procedures remain unchanged, requiring rounds heated to 140°F and cooled to -40°F for 5-8 hours with immediate firing and pressure recording, with a Pass/Fail threshold of 46,800 PSI maximum per individual round. Amendment 004 revises the Phase II Total Possible Points Table to reflect that Factor 7 – Environmental Pressure (service only) is evaluated as Pass/Fail for Service submissions only, with n/a designations for Training and Frangible categories, maintaining the same total possible Phase II points of 980 for Service, 430 for Training, and 930 for Frangible.

Amendment 001:
L.6 PROPOSAL PREPERATION INSTRUCTIONS: VOLUME #1 TECHNICAL PROPOSAL
Remove:
8. Documentation of Environmental Pressure Test results (i.e., High Temperature and Low Temperature pressure tests).
The Offeror shall provide pressure test data for 10 rounds at high temperature and 10 rounds at low temperature, in accordance with the procedures described in Phase II, Factor 5 – Environmental Pressure. Data shall include:
• Muzzle velocity for each shot
• Peak pressure for each shot
• Maximum Average Pressure (MAP)
• Maximum Probable Sample Mean (MPSM)
Replace:
8. Documentation of Environmental Pressure Test results (i.e., High Temperature and Low Temperature pressure tests).
The Offeror shall provide pressure test data for 10 Service rounds at high temperature and 10 Service rounds at low temperature, in accordance with the procedures described in Phase II, Factor 7 – Environmental Pressure. Data shall include:
• Muzzle velocity for each shot
• Peak pressure for each shot
• Maximum Average Pressure (MAP)
• Maximum Probable Sample Mean (MPSM)
Amendment 002:
SECTION M.3.5 PHASE II FACTOR 7 – ENVIRONMENTAL PRESSURE (pg. 65)
Remove:
Factor 7 – Environmental Pressure (all categories)
Replace:
Factor 7 – Environmental Pressure (service only)
Amendment 003:
SECTION M.3.5 PHASE II (pgs. 73 – 74)
Remove:
7. Environmental Pressure (all categories) (Pass/Fail)
The government will review the Offeror-provided environmental pressure test data that was performed following exposure to extreme temperatures.
For each submission, the chamber pressure for ten (10) rounds for each temperature extreme (e.g., high temperature exposure and low temperature exposure) will be evaluated to determine if the submission is compliant with the requirement that no single round shall exceed 46,800 PSI.
A. High temperature exposure: Included within Volume 1 – Technical Proposal, Offerors shall provide pressure test results for ten (10) rounds. Pressure testing procedures shall be conducted in accordance with SAAMI, except for the temperature and soak duration. Rounds shall be heated in an environmental chamber at 140° Fahrenheit (F) for a period of no less than 5 hours and no longer than 8 hours. Once removed from the environmental chamber, rounds shall be ϐired immediately, and the pressures recorded.
B. Low temperature exposure: Included within Volume 1 – Technical Proposal, Offerors shal provide pressure test results for ten (10) rounds. Pressure testing procedures shall be conducted in accordance with SAAMI, except for the temperature and soak duration. Rounds shall be cooled in an environmental chamber at negative (-) 40° F for a period of no less than 5 hours and no longer than 8 hours. Once removed from the environmental chamber, rounds shall be ϐired immediately, and the pressures recorded.
If any individual round has pressure that exceeds 46,800 PSI, the submission will have failed, and the submission will be eliminated from further consideration.
7. Environmental Pressure (service only) (Pass/Fail)
The government will review the Offeror-provided environmental pressure test data that was performed following exposure to extreme temperatures.
For each Service submission, the chamber pressure for ten (10) rounds for each temperature extreme (e.g., high temperature exposure and low temperature exposure) will be evaluated to determine if the submission is compliant with the requirement that no single round shall exceed
46,800 PSI.
A. High temperature exposure: Included within Volume 1 – Technical Proposal, Offerors shall provide pressure test results for ten (10) Service rounds.
B. Low temperature exposure: Included within Volume 1 – Technical Proposal, Offerors shal provide pressure test results for ten (10) Service rounds.
If any individual Service round has pressure that exceeds 46,800 PSI, the submission will have failed, and the submission will be eliminated from further consideration.
Clariϐication: The Environmental Pressure test applies only to service ammunition. Any results submitted for the training or frangible categories will be used for informational purposes only and will not be included in the evaluation or count for or against the offeror’s submission.
