About this opportunity

The Library of Congress is seeking an experienced audio-visual design firm to create multimedia content for the "Culture Homegrown" exhibition, which will celebrate the 50th anniversary of the American Folklife Center. The contractor will produce a 2-3 minute introductory video for a 55" 4K monitor and develop video clips for four interactive exhibit stations, each featuring up to five 2-3 minute archival video segments. The solicitation (030ADV25R0024) requires the firm to handle creative design, production, post-production, rights clearances, and ensure compliance with accessibility standards. Evaluation criteria will prioritize technical approach, management staffing, corporate experience, and past performance, with non-price factors being significantly more important than price. Key submission dates include a deadline for clarification questions on April 28, 2025, and proposal submission by May 20, 2025 at 12:00 PM EDT.

The contract is not set aside for any specific business category and will be a firm-fixed-price contract with a performance period from August 1, 2025 to August 31, 2026. The place of performance is Washington, DC 20540, and the project falls under the NAICS category of Postproduction Services and Other Motion Picture and Video Industries. While specific budget ranges are not explicitly detailed, the contract requires the contractor to provide in-studio equipment for mixing and testing, including a 4K reference monitor and stereo speakers. The Library will provide exhibit casework, AV equipment, media players, and displays, focusing the contractor's work on content creation and technical specifications. The project will involve producing museum-quality content that meets conservation, security, and accessibility standards, with close collaboration required between the contractor and the Library's exhibition team.
