The contractor will develop creative digital assets including a "Spark" character mascot, an animated Mission Japan A250 logo (5-10 seconds), bilingual content series showcasing U.S.-Japan historical milestones, and optional jingle or theme song. Key requirements include creating approximately 25 event-themed Spark character digital assets, 100 U.S.-Japan historical milestone graphics for social media, 10-15 reusable graphic templates, and delivering all content in Adobe Creative Suite compatible formats with Japanese as the primary language. The U.S. Government will award the Purchase Order to the responsible company submitting the lowest-priced, technically acceptable quotation, and award will be made based on initial quotations without discussions unless companies fall within a competitive range. Quotations must be submitted electronically to Ayaka Ogawara at OgawaraAX@state.gov by 10:00 a.m. Japan Standard Time on January 23, 2026, with a virtual preconference scheduled via MS Teams, and all offerors must be registered in the System for Award Management (SAM) prior to contract award.

This solicitation contains no set-aside designations and does not identify any incumbent contractors. The contract performance period extends from contract award through March 14, 2026, with staggered deliverable timelines including Spark development draft within 15 business days of kickoff and final versions within 10 business days of feedback. All work will be performed in Tokyo, Japan, with digital assets to be used across social media platforms including X, Instagram, Facebook, and YouTube, as well as event displays and printed materials. The contractor must coordinate closely with the Public Affairs Section and designated America250 control officers, with all public-facing materials subject to U.S. Government approval and compliance with U.S. Government standards and cultural appropriateness for Japanese audiences. No specific contract value or budget range is disclosed in the solicitation documents.
