About this file
This document is an Amendment of Solicitation (Amendment No. 0002) for a Request for Quotations (RFQ) No. 19JA8026Q0011 issued by the U.S. Embassy Tokyo for America250 Digital Media Production Services. The contract requires a contractor to provide digital media creative services to support Mission Japan's public diplomacy campaign in 2026, specifically developing digital assets including a "Spark" character mascot, an A250 Mission Japan animated logo (5-10 seconds), and an optional A250 jingle or short theme song.
The scope is limited to creative development and production of digital assets, with strict requirements that all work must align with Mission Japan's priorities, be culturally appropriate for Japanese audiences, and comply with U.S. Government standards. The campaign will mark America's 250th anniversary and requires digital creative assets to unify messaging and branding across multiple events and platforms. The contractor will coordinate closely with the Public Affairs Section and designated America250 control officers, with all public-facing materials subject to U.S. Government approval.
