About this opportunity
The Defense Logistics Agency Energy has issued Amendment 0004 to Solicitation SPE60725R0200 for into-plane fuel services in the Pacific Command (PACOM) region, specifically for the receipt, storage, and maintenance of Jet A1 aviation fuel. This amendment revises the Performance Work Statement requirements for reserve storage, changing the original specification from requiring a "secure, dedicated facility" to allowing fuel storage in a "secure facility" that complies with all applicable safety and environmental regulations. The key modification permits fuel commingling within existing storage facilities, provided vendors can ensure the designated quantity remains readily available upon request. The solicitation falls under NAICS code 324110 (Petroleum Refineries) and PSC code 9140 (Fuel Oils), indicating this procurement involves petroleum fuel products and services. Proposals are due by August 11, 2025, giving potential contractors approximately three weeks to respond to this amended solicitation.
This opportunity does not utilize any set-aside designations, making it available to all qualified contractors regardless of socioeconomic status. The place of performance is listed as Fort Belvoir, Virginia, though given the PACOM designation, the actual fuel services will likely support Pacific Command operations across various locations in the Pacific theater. The amendment's focus on storage flexibility suggests the government is seeking to optimize fuel logistics while maintaining operational readiness requirements. No specific contract values, quantities of fuel, or timeline details are provided in the available documentation, though the "1.2P" designation in the solicitation title may indicate performance parameters or regional specifications. The amendment demonstrates the government's effort to provide contractors with greater operational flexibility while preserving essential fuel availability and safety compliance standards.
