About this opportunity
The Bureau of Land Management, New Mexico State Office seeks quotations for janitorial services at its Amarillo Field Office, with quotations due September 25, 2026 at 8:00 AM Mountain Daylight Time. The procurement is a Total Small Business Set-Aside, and questions must be submitted within seven calendar days of solicitation issuance.
Place of performance is 801 S. Fillmore Street, Amarillo, Texas. The contractor must provide comprehensive janitorial services for approximately 7,150 BOMA useable square feet, including cubicles, offices, lobbies, conference rooms, and specialty areas. Daily tasks include trash collection, vacuuming, spot cleaning carpets, damp mopping hard surfaces, and cleaning sinks and countertops; bi-weekly tasks include thorough dusting of specialty areas. Work hours are 5:00 P.M. CST or later, Monday through Friday, with specialty work scheduled bi-weekly between 3:00 P.M. and 5:00 P.M. on Wednesdays. All cleaning products must be environmentally friendly and certified as Green Seal, EPA Safer Choice, or USDA Biopreferred certified.
The period of performance runs from October 1, 2026 through May 31, 2027. All contractor personnel must complete Homeland Security Presidential Directive 12 (HSPD-12) credentialing within ten working days of contract award. The contract is firm fixed-price, with delivery FOB Destination and Service Contract Labor Standards WG Determination 2015-5213 Rev 32 applicable. The NAICS code is 561210, Facilities Support Services; PSC is S201, Housekeeping-Custodial Janitorial. Evaluation will be conducted on a tradeoff basis with four factors weighted approximately equally to price: detailed pricing on materials and labor, technical proposal including personnel staffing by frequency, technical specifications of all required equipment, and past performance documentation of at least two similar projects with customer contact information. Quotations must be submitted in two parts in PDF format and remain valid for a minimum of 120 days. Active SAM.gov registration is required at both quotation submission and award.

AMENDMENT A00001:
The following are questions and answers between the government and industry:
Q1: The Statement of Work doesn't list restroom cleaning anywhere in the task schedule, daily, weekly, or otherwise. Can you confirm whether restrooms are part of this contract's scope or if building management handles them separately?
A1: handled separately , restrooms are external and shared by other tenants and covered by building owner
Q2: Our quote is due September 25, so I would appreciate an opportunity to walk the facility as soon as your schedule permits.
A2: Please coordinate directly with Zella for a site visit. zratliffe@blm.gov (806) 356-1033
Q3: 1. Is all janitorial work to be performed at 801 S. Fillmore in Amarillo, or are there additional work locations, including any outside the Amarillo area or in Colorado? If travel is required, to which sites, how often, and for what purpose?
2. What are the required cleaning areas, approximate square footage, tasks, service frequency, work hours, and anticipated start date and period of performance?
3. Are there any mandatory site visits, and if so, how can a local prospective contractor arrange one before the quotation deadline?
4. Are there specific insurance, equipment, staffing, or previous-contract experience requirements beyond those described in the solicitation? Is an active SAM.gov registration required at quotation submission or at award?
5. Would you please confirm where we can access the complete Performance Work Statement, solicitation, wage determination, and any amendments? If there is a designated format or price schedule, please identify it.
A3: The Amarillo address is the only service address for this requirement. Unfortunately the travel language may be a copy/paste error. There is no mandatory site visit, but if one is desired, then please contact zratliffe@blm.gov
(806) 356-1033. Tasks and facility data are included in the attachment. All proposals will be evaluated only by those criteria provided in the solicitation. SAM registration is required to be valid at the time of quotation submission and the time of award.
