All contractor personnel must complete Homeland Security Presidential Directive 12 (HSPD-12) credentialing within ten working days of contract award, including background checks and issuance of federal identification cards. Daily tasks include trash collection, vacuuming, spot cleaning carpets, damp mopping hard surfaces, and cleaning sinks and countertops; bi-weekly tasks include thorough dusting of specialty areas; and as-needed tasks include HVAC vent cover dusting and light fixture cleaning. Deficiencies must be corrected within 24 hours of written notification.

STATEMENT OF WORK (SOW)
Bureau of Land Management, Amarillo Field Office, Fillmore Office
Potter County, TX
JANITORIAL SERVICE AT FILLMORE OFFICE
Bureau of Land Management (BLM)
September 18, 2026
1.0 General
The Bureau of Land Management (BLM) has a requirement for janitorial services to be performed at the Amarillo Field Office, Fillmore office, located downtown Amarillo, in Amarillo, Texas. This includes approximately 7,150 BOMA useable square feet. The Contractor shall furnish all personnel, equipment, and materials necessary to perform all tasks related to janitorial support services covered by this Performance Work Statement (PWS). The areas covered in this contract include all cubicles, offices, lobby, conference rooms, storage areas, specialty areas (computer room, manager’s office, storage room and record library) and breakroom.
A. General Requirements
1. Time of Operation: The contract work hours will be from 5:00 P.M. CST or after, Monday through Friday. Specialty work shall be scheduled every two weeks between the hours of 3 P.M. and 5 P.M. on Wednesday CST.
2. Staffing: Employees assigned by the Contractor to work under this contract shall be physically able to do their assigned work. The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity. A fully qualified work force shall be maintained throughout the period of this contract. Personnel shall receive close and continuing first line supervision.
The Contractor shall require all employees to wear distinctive uniform clothing for ready identification and assure that every employee is in uniform. The company name should be visible on the uniform. All contract personnel shall be required to wear a Government issued facility ID card and a company ID card while in the facility.
3. Supervision: The Contractor shall employ a qualified supervisor for the effective and efficient management of work operations. The Supervisor shall be skilled in the various tasks, equipment, and materials so as to be able to properly train and direct the workers in their individual tasks. The supervisor shall maintain all reports and shall perform all daily inspections.
4. Materials Supplied By The Government: The government will furnish the following materials for use in this contract:
a) Electrical power will be furnished by the Government at existing power outlets.
b) Hot and cold water will also be made available as necessary.
c) Government Facility ID and keys.
5. Materials Supplied By The Contractor: The Contractor shall furnish all supplies, materials, and equipment necessary for the performance of the work of this contract.
These supplies and materials shall be of a quality to conform to the following specification.
a) In accordance with Executive Order 13148, Sections 501-505 and 701-704, all efforts shall be made during procurement of maintenance and cleaning chemicals/ materials to obtain environmentally friendly chemicals/materials.
Also, the procurement of materials containing the maximum amount of recycled material content shall be pursued.
b) In addition, in accordance with EPA Region 2 procurement guidelines, all efforts shall be made during procurement to ensure that all paper products are Green Seal certified. (See Attachment 1)
c) Prior to commencement of work on this contract, the Contractor shall submit a list of proposed materials to be utilized during contract performance for approval by the Project Officer.
d) The Contractor shall state the name of the manufacturer, the brand name of each of the materials, and the Safety Data Sheets for all substances to be utilized in the performance of the work with a description of the function of the product.
e) The Contractor shall not use any materials which the Project Officer determines would be unsuitable for the purpose, or harmful to surfaces to which applied.
Any substitutions will require prior approval before utilization may occur.
f) The contractor shall maintain an inventory list of all cleaning chemicals purchased for this contract. This inventory list shall include five points of information about each chemical:
1) Number of containers on site.
2) Volume of each container.
3) Manufacturer’s ID number.
4) Product Name
5) Location on site.
This inventory list shall be maintained on a continuous basis and available for inspection by the Project Officer.
g) All mechanical equipment including power driven machines needed for the performance of this contract shall be furnished by the Contractor. Equipment deemed by the Project Officer to be of improper type or design or inadequate for the purpose intended shall be replaced.
h) The Contractor shall furnish the following materials for use in this contract:
1) Paper goods;
2) Plastic bags, both large and small;
3) Various cleaning chemicals;
4) Vacuum cleaners, floor maintenance equipment, tools and materials of commercial grade required to perform all janitorial duties
6. Supplemental Instructions:
a) The contractor shall procure, at his or her own expense, necessary licenses and permits, and shall conform to all laws, regulations, and ordinances applicable to performance of this contract.
b) The Contractor shall prohibit his or her employees from disturbing papers on desks, opening desk drawers or cabinets, or using telephone or office equipment.
c) The Contractor shall require his or her employees to comply with facility instructions as they develop pertaining to facility wide Security and Safety notices as they are made available to the Program Manager.
d) The Contractor shall correct deficiencies and/or incomplete work within 24 hours after a written notification is issued.
e) The contractor shall be required to develop and implement the following
OSHA work site criteria as part of this contract:
- A Hazard Communication Program (i.e. maintaining a log of Safety Data Sheets of all chemical products utilized as part of this contract);
- All OSHA training requirements associated with this contract including but not limited to Safety Orientation and Accident Prevention, Right-To-Know, Bacteria and Disease Control, Hearing Conservation, Back Safety, Personal Protective Equipment, Blood Bourne Pathogens and Asbestos Awareness.
2.0 Location
The location for the janitorial services is at 801 South Fillmore, Suite 500 Amarillo, Texas, 79101. Please do not empty the Blue Recycle bins.
3.0 Scope of Work
A. DAILY:
1. Collect and dispose of trash from wastebaskets, replace plastic liners whenever liners are torn, worn, or contain food residue. Note: Do not empty blue recycle cans.
2. Sweep and/or vacuum traffic patterned areas to remove obvious dirt, paper pieces, crumbs, etc. from around and under furniture and polish exterior metal doorknobs, push bars, kick plates, railings, and any other metal surfaces including doors.
3. Spot clean carpets to remove stains
4. Damp mop, and/or vacuum entire floor surface areas
5. Clean sinks, countertops, tabletops, and vending machines with disinfectant cleaner
6. Remove smudges and fingerprints from the glass surfaces of the vestibules and door glass.
7. Clean all table tops in conference rooms.
8. Re-configure conference room tables and chairs unless otherwise notified by Project Officer
A. BI-WEEKLY:
1. Computer room, manager’s office, storage room, and record library:
Thoroughly dust all horizon surfaces of furniture, including chairs, furniture partitions, windowsills, counter tops, table tops, pictures, etc. Clean glass tops.
B. AS NEEDED
1. Dust HVAC ceiling or wall heating and cooling vent covers at any time they show signs of dust or when the Contracting Officer's Representative (COR) request; will not be more frequent than semi-annually.
2. Clean light fixtures of visible insects, visible dirt, and debris
4.0 Government Furnished Supplies and Equipment
A. Government furnished supplies will include the following items: access cards and all cubical garbage cans.
B. Supplies will be delivered by BLM Contractor Officer’s Representative (COR) or appointed staff to the Contractor within five days following notification by the Contractor as needed for the supplies.
5.0 Contractor Furnished Supplies and Equipment
A. The Contractor shall furnish all cleaning agents and supplies, transportation, labor, supervision, and additional supplies, equipment, and other tools needed to perform the required services.
B. A storage cabinet may be provided to the Contractor for storage of the supplies needed to fulfill this contract with the approval of the COR.

6.0 Compliance with Homeland Security Presidential Directive 12 (HSPD-12)
A. As a requirement of this contract, the Contractor shall comply with all the requirements of HSPD-12. All Contractor employees shall complete the four steps of the HSPD-12 credentialing process prior to contract performance [Reference FAR Clause 52.204-9, Personal Identity Verification of Contractor Personnel (Jan 2011)].
B. All Contractor employees are required to have a Federal Government-issued personal identification card before being allowed unsupervised access to the BLM facility. The COR will be the sponsoring official and will make the arrangements for personal identity verification and card issuance.
C. The Contractor shall identify all Contractor and subcontractor personnel who will be required to have physical access for performance of work under this contract at least three weeks before the start of contract performance. The Contractor must make their personnel available at the place and time specified by the COR in order to initiate screening and background check.
D. During the investigation process, the Contractor employees are required to complete four steps in the HSPD-12 credentialing process. These steps entail:
1. Sponsorship by a Federal employee (COR)
2. Enrollment in the US Access System
3. Adjudication
4. Activation of the Credential
E. The Contractor employees are required to give, and to authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitable determination. Refusal or failure to furnish or authorize provision of information may constitute grounds for denial or revocation of credentials.
Government personnel may contact the Contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor agrees to make them available for such contact.
F. Alternatively, if an individual has already been credentialed by another agency through the Office of Personnel Management (OPM), and that credential has not yet expired, further investigation may not be necessary. The Contractor must provide the COR with documentation that supports the individual’s status.
G. During performance of the contract, the Contractor shall keep the COR apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing process. Cards that have been lost, damaged, or stolen must be reported to the COR and Issuing Office within 24 hours. Replacement will be at the Contractor’s expense. If re-issuance of expired credentials is needed, it will be coordinated through the COR.
H. The Contractor shall ensure all identification cards are returned to the COR when no longer needed for contract performance, upon completion of a contractor employee’s employment, or upon contract completion or termination. The Contracting Office (CO) may delay final payment if the Contractor fails to comply with these requirements.
I. Before starting work under this contract, a National Agency Check (NAC) will be conducted to verify the identity of the individual applying for clearance. Upon successful completion of the NAC process, an identification card will be issued, and access is granted.
J. Simultaneously, a NAC with Inquires (NACI) will be initiated to determine the individual’s suitability for the position. If the NACI adjudication is favorable, nothing more needs to be done. If the adjudication is unfavorable, the credentials will be revoked. In the event of a disagreement between the Contractor and the Government concerning the suitability of an individual to perform work under this contract, the Department of the Interior (DOI) will have the right of the final determination.
K. This requirement must be incorporated into any subcontracts that require subcontractor personnel to have regular and routine unsupervised access to a Federally controlled facility or access to a Federally- controlled information system.
THE CONTRACTOR MUST COMPLY WITH THE ABOVE REQUIREMENTS
WITHIN A MINIMUM OF 10 WORKING DAYS FROM CONTRACT AWARD.
IN THE EVENT THE CONTRACTOR DOES NOT COMPLY, THE CONTRACT
MAY BE TERMINATED FOR THE CONVENIENCE OF THE GOVERNMENT.
7.0 Summary of Services

ADDENDUM 1
A. The Janitorial Service Contractor shall provide janitorial services and replacement of supplies for the leased space, public areas, entrances, and all other common areas in accordance with the Janitorial Requirements/Performance Specification, shown as Table 1.
B. Selection of Cleaning Products: The janitorial contractor shall make careful selection of janitorial cleaning products and equipment to comply with the following:
1. Purchase and use green cleaning products and hand soaps that have the following environmentally responsible features:
– Non-toxic
– Contain no phosphates
– Non-corrosive
– Contain no ozone depleting compounds
– Contain no known carcinogens
– Contain no chlorine bleach
– Contain no butoxyethanol
– Contain no quaternary ammonium compounds
– Contain no petroleum distillates
– Non-flammable
– Concentrated for use in cold water
– Safe volatile organic compound levels when diluted; and
– Packaged ecologically in recycled content cardboard boxes and plastic containers to the maximum extent practical
2. Eliminate use of harsh chemicals and the release of irritating fumes.
3. All cleaning products must be Green Seal certified, (http://www.greenseal.org/FindGreenSealProductsAndServices.aspx), EPA Safer Choice, (http://www.epa.gov/saferchoice) formerly known as EPA Design for the Environment certified, or USDA Biopreferred certified (http://www.biopreferred.gov/BioPreferred/faces/catalog/Catalog.xhtml#).
C. Selection of Paper Products and Trash Bags and Can Liners: The Janitorial Service
Contractor shall select, and purchase consumable products supplied in the leased space that are fully compliant with the recovered/recycled content percentages specified in the Environmental Protection Agency’s Comprehensive Procurement Guidelines (CPG) or be Green Seal certified. Those products include, but are not limited to the following:
1) Trash bags and can liners

F. Trash bags and can liners that meet the bio-based content established by the U.S.
Department of Agriculture’s BioPerferred Program and are a USDA Certified bio based Product are also acceptable.

G. The contractor shall comply with the provisions in the Federal Acquisition

Spot clean carpets to remove stains
CARPET SPOTTING:
Spots, spills, stains, smears, shall be removed.
There shall be no evidence of damage to carpet surface from harsh rubbing or brushing.
Cleaned areas shall blend with adjacent carpet.
Detail sweep and /or vacuum all office areas to remove all dust, dirt, crumbs, and other debris from around and under furniture. Detailing includes vacuuming all carpet edges and areas where carpet meets furniture partitions.
VACUUMING: All carpeted surfaces will be vacuumed with a commercial vacuum. All carpets shall be free of dust, dirt, crumbs, & other debris. Detailing vacuuming includes vacuum edging all carpets. Carpet includes rugs and/or floor mats.
Sweeping: All non-carpeted office areas shaft be thoroughly swept including behind doors, all corners, detail sweeping at wall edges.
Floors shall be clean. All dirt, dust balls, spots, spills, and trash shall be removed.
Office common areas, lobby, conference rooms, storage areas, specialty areas (computer room, manager office, storage room and record library) and breakroom.
Sweep & Damp mop all hard surfaces flooring in all office areas.
Damp Mopping floors shall be free of streaks and mop-stained marks.
Walls, baseboards, & other surfaces shall be free of splashes; area should have a uniform luster.

CEILING & WALL
VENTS: Vent covers shall be kept clean of visible dirt and dust. This maintenance service should be provided without request by the COR, however the COR retains the right to request service at least semi-annually.
Clean light fixtures of visible insects, visible dirt, and debris
CLEAN ALL LIGHT
FIXTURES: Insects, visible dirt, and debris shall be removed from all light fixtures as soon as they become apparent.
When this cleaning occurs the light fixture cover shall be damp cleaned.
Insects, dirt or debris for the light fixture must be cleaned from the floor or furniture below the light fixture. COR retains the right to request such service.
Employee Breakroom & Galley Areas
Sweep, mop, and/or vacuum entire floor area
THOROUGH
SWEEPING: Move chairs and tables in order to sweep title floors. Mop all tiles areas to remove food and drink stains. All floors shall be clean and free of dirt, splashes, stains, or trash

DISINFECT: Sinks, countertops, tabletops, vending machines, etc. to be cleaned with disinfectant cleaner to remove all drink and food stains, dirt, dust, and smudges or fingerprints.

Manager's Office
Specialty Area
In addition to the General Office cleaning for the Manager's Office, special cleaning may be required In these Manager's Office which may include moving of items on furniture to thoroughly dust. Special attention to all cleaning aspects is required in this office.
Manager and /or COR reserves the right to establish cleaning requirements.
CLEAN MANAGER'S
OFFICE: The Manager's Office is the most visible public offices in the building and will be maintained in accordance with the wishes of the Manager. Special attention should be given to dusting and washing of windows, windowsills, and glass tabletops. All areas to be free of dirt, dust, smudges, insects, cobwebs, etc. Vacuum office that includes moving of furniture if necessary. Offices are to generally present a "spotlessly" clean office atmosphere.
