About this opportunity

The 97th Contracting Squadron at Altus Air Force Base seeks recurring chemical toilet services via Request for Quote, with proposals due September 25 at 1:00 PM local time and questions due September 20 at 1100 CST. This is a 100% small business set-aside, restricting competition to firms meeting the small business threshold for NAICS 562991.

Place of performance is Altus AFB and the Sooner Drop Zone in Harmon County, Oklahoma. The contract is structured as an Indefinite Delivery/Indefinite Quantity agreement with a 12-month base period beginning October 1, 2026, and four one-year option periods extending through September 30, 2031.

The contractor must furnish, deliver, service, and maintain commercial-grade chemical toilets, including all equipment, labor, tools, supplies, materials, and management. Permanent base installation comprises five standard toilets and two trailer-mounted mobile toilets distributed across designated locations. Service frequency requires cleaning and chemical solution replacement at least twice weekly at the main base (typically Tuesday and Friday) and twice monthly at the drop zone. Special events, estimated at two annually, may require up to 90 additional standard toilets, five trailer-mounted units, 15 handicap toilets, and 15 hand wash stations, with smaller events requiring two weeks' notice and larger events such as air shows requiring 30 days' notice. The contractor is responsible for all waste disposal off-base at approved sites, permits, and fees. Phase-in and phase-out must each be completed within two calendar days. Standard operating hours are 0700–1600 Monday through Friday, excluding 11 federal holidays unless coordinated with the Contracting Officer Representative. Contractor personnel must be REAL ID-compliant with valid identification badges and complete background checks and antiterrorism training. Prevailing wage rates per the Service Contract Act apply per Wage Determination 2015-5329, Revision 32. Pricing is firm fixed price. NAICS code 562991 (Septic Tank and Related Services), PSC W085. Evaluation uses best value: Factor 2 (technical merit, pass/fail on acceptability) gates Factor 1 (lowest evaluated price). Offerors must be registered in SAM with a DUNS number prior to submission. Amendment 1 (issued September 17) increased the permanent standard toilet quantity from three to five units and updated the Performance Work Statement.

Questions Recieved:

  • How far in advance of an event must all requested units be delivered and fully placed?  Depends on the event.  Usually the event gives the contractor at least a week advance notice.  If it is a big event like an airshow, it will be longer lead time for the notice.
  • When following an event may the contractor begin removing the units?  This is usually included in the event planning and forwarded to the contractor.
  • Is there a required deadline for complete pickup/removal after the event ends?  The only event that usually requires a specific deadline is an airshow.  Others will let you know prior to the event if there are any timelines.
  • Will the Government provide the exact event location, placement instructions, quantities, and service duration with each request?  Yes, contractor will be notified in advance of the location, quantities, service and placement.

  • The exact address, coordinates or designated access point for the Sooner Drop Zone, including any gate, escort or routing requirements. - The location will be provided on award of the contract, and access will require contact with Base OPS prior to arrival.
