About this file
This is an addendum to Federal Acquisition Regulation (FAR) clause 52.212-2 that establishes the evaluation criteria and award methodology for a Request for Quote (RFQ).
The solicitation employs a best-value approach, awarding to the quote with the lowest evaluated price from a responsible vendor with acceptable past performance. Vendors must accept all solicitation requirements, including technical specifications and terms and conditions, with failure to conform potentially resulting in rejection without further evaluation. Any exceptions to solicitation requirements must be clearly identified with complete rationale. The evaluation framework consists of two factors: Factor 1 addresses price, with total evaluated price calculated by summing all Contract Line Item (CLIN) prices plus 50 percent of Option Year 4, representing the total cumulative price under FAR clause 52.217-8; if clause 52.217-8 is exercised, the price will be pro-rated to actual performance required; the contracting officer must determine the price fair and reasonable per FAR 12.204(a) before award. Factor 2 addresses technical merit, requiring assessment of whether the vendor's quoted item meets all provided documentation for the required service, with quotes rated as either "acceptable" (clearly meeting minimum solicitation requirements and qualifications described in the Performance Work Statement) or "unacceptable" (not clearly meeting minimum requirements). Only quotes determined technically acceptable on Factor 2 advance to price comparison under Factor 1.

ADDENDUM TO RFO 52.212-2:
Best value is expected to result from selection of the quote with the lowest evaluated price from the responsible vendor with acceptable past performance. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. Vendors must clearly identify any exception to the solicitation and provide complete accompanying rationale. The evaluation criteria are detailed below:
Factor 1 - Price. The total evaluated price will be determined by adding each Contract Line Item (CLIN) plus 50% of Option Year 4. The additional 50% represents the total cumulative price of 52.217-8. Should RFO clause 52.217-8 be exercised in the future, the price will be pro-rated to the actual performance required. Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per RFO 12.204(a).
Factor 2 – Technical: The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided documentation for the required service. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”
Rating Descriptions -
a) “Acceptable” - Quote clearly meets the minimum requirements of the solicitation
b) “Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
The quote will be determined technically acceptable if it clearly meets the qualifications described in the Performance Work Statement (See attachment 2).
