Special events estimated at two annually require two weeks' notice for smaller events and 30 days' notice for larger events such as air shows, with all special event toilets supplied with toilet paper and hand sanitizer. For special events, the contractor must provide up to 90 standard toilets, five trailer-mounted toilets, 10 handicap toilets, and 15 hand wash stations as needed. Services operate Monday through Friday, 0700–1600 hours, excluding federal holidays unless coordinated with the COR. The contractor must comply with base security requirements, obtain REAL ID-compliant identification badges, and ensure employees complete background checks and antiterrorism training. Environmental hazardous materials must be pre-authorized by the Natural Resources Shop, and all employees must complete Environmental Management System awareness training within 30 days of start date. Service contract labor hours must be reported via SAM.gov, with billing staff maintaining monthly SAM access and a Contractor Administrator profile for invoice submission and payment processing.
