UNITED STATES GENERAL SERVICES ADMINISTRATION (GSA)
ALLIANT 2 SMALL BUSINESS (A2SB) GOVERNMENTWIDE ACQUISITION CONTRACT (GWAC)
SOLICITATION QTA0016GBA0002
NOTICE OF CANCELLATION AND REPROCUREMENT
July 2, 2020
This is to notify interested parties the government is examining and wants to bring to market significant updates and new requirements to A2SB; therefore, solicitation QTA0016GBA0002 is cancelled. A2SB is an important part of GSA’s GWAC portfolio, and - upon development and approval of the updates and new requirements - will be re-procured under a new solicitation.
While the reprocurement can continue to focus on information technology (IT) services from small businesses, a rebaselined offering can also afford additional opportunities for the extended small business community while better reflecting today’s information technology marketplace.
Federal customers looking for a contract vehicle to fill IT services needs from small business prime contractors are encouraged to use GSA's portfolio of IT contracts during this transition. GSA recently raised the ceiling on 8(a) STARS II by $7 billion to $22 billion. Both 8(a) STARS II and VETS 2 are Best-In-Class vehicles. Agencies may also use the Multiple Award Schedule - Information Technology (formerly IT Schedule 70). Businesses may continue to offer solutions through the Multiple Award Schedule, team with existing GSA GWAC contract holders, and consider the 8(a) STARS III GWAC solicitation.
Please monitor beta.sam.gov for announcements.

CORRECTIVE ACTION
SOLICITATION QTA0016GBA0002
DRAFT AMENDMENT 9
19 AUGUST 2019
The attached document is a draft version of Amendment 9 to solicitation QTA0016GBA0002.
The Draft Amendment 9 relates to corrective action being taken by GSA in response to an adverse protest decision at the U.S. Court of Federal Claims. The draft amendment is presented to existing offerors on this date to be used by GSA to gather comments and suggestions. This draft amendment would require responses from existing offerors; no new offers would be accepted.
REQUEST FOR INFORMATION (RFI)
Comments or suggestions concerning this Draft Amendment 9 may be submitted to the GSA on the provided “A2SB RFP Questions Template” via email at A2SB@gsa.gov no later than September 3, 2019. All input from offerors will be reviewed and considered by GSA; however, questions submitted may not be individually answered during this phase.
NOTE: The GSA A2SB Procuring Contracting Officer recommends that offerors DO NOT significantly invest their company resources, specifically “B&P Dollars,” into developing proposal revisions in response to this draft amendment because (1) that is not the purpose of this draft, and (2) changes to this draft amendment may occur before the official Amendment 9 is released.

Transcripts from the three Alliant 2 Small Business Pre-Proposal Conferences
This post shares the transcripts from the three Alliant 2 Small Business pre-proposal conferences. They DO NOT amend the solicitation. Please note the clear disclaimer that was presented at the beginning of each pre-proposal conference, establishing that nothing shared then amended the solicitation. Again, the pre-proposal conference content DID NOT amend the solicitation, and release of these transcripts now also DOES NOT amend the solicitation.
Please also keep in mind that the pre-proposal conferences were at an earlier point in time, and fit them into the overall solicitation timeline accordingly. Clearly there have been postings, e.g. official RFP amendments, for this solicitation on FedBizOpps since the date of the pre-proposal conferences, which, in some cases might take a position other than what was shared at the pre-proposal conference(s). Remember, the solicitation and amendments are controlling, not these transcripts.
When considering the transcripts, in addition to the above also bear in mind that the transcript content might not necessarily be a verbatim representation of the pre-proposal conferences, but they are an aid.
