Amendment 9
○ The requirement to submit the signed SF30 and new J.P-1 does not in itself constitute a revised Volume 1, i.e., if no other changes in Volume 1 there is no requirement to submit the complete Volume.
○ Offerors may use existing contractor teaming arrangements (CTAs) (Prime/Sub or Joint Venture (JV)) as proposed. Changes in the CTA composition are allowed.
i. JVs must be the same offering entity. Original members of the JV have to be a small business at the time of the original closing date. Any new members have to be a small business at the time the JV submits its revised proposal. Note: JV membership changes would require new JV documents, e.g., JV and Section K as required in Volume 1.
ii. Original members of a Prime/Sub CTA have to be a small business at the time of the original closing date. Any new members have to be a small business at the time the Offeror submits its revised proposal. Note:
Prime/Sub CTA membership changes would require new documents, e.g., Letters of Commitment and Section K as required in Volume 1.

○ Even a single change in Volume 2 requires complete submission of Volume 2 in its entirety, i.e. if any changes are made within Volume 2, that complete volume must be submitted. ○ Relevant Experience
■ In the new Volume 2 submission, offerors may use previously proposed relevant experience or revise it, case by case. New signatures are required for revised proposed relevant experience.
■ Offerors should confirm that the current FPDS-NG verifies all information included on the Section J.P-2, Relevant Experience (PSC Group) Project Template. The government may obtain the current FPDS-NG report for each PSC code relevant experience submission directly from FPDS-NG.
If there are no changes to scoring elements, offerors need not submit updated FPDS records. The offeror is responsible for assuring that the current FPDS-NG still verifies the scoring elements as of the revised proposal deadline.

○ Even a single change in Volume 3 requires complete submission of Volume 3 in its entirety, i.e. if any changes are made within Volume 3, that complete volume must be submitted.
