The procurement is a two-phase design-build process with Phase I consisting of a Request for Qualifications (RFQ) focused on evaluating offerors' specialized experience, management organization, technical and professional qualifications, and past performance. The contract is unrestricted and open to both large and small businesses under NAICS code 236220 (Commercial and Institutional Building Construction). The Phase I proposal submission deadline is November 20, 2025, at 2:00 PM PT, with proposals required to be submitted electronically via email.
This solicitation carries no set-aside designations and involves no incumbent contractors. The facility is envisioned as having a substantial two-story section on a 41-acre site, with approximately 12 acres designated for the health center, parking, and utility areas, and potentially an additional three acres for a geothermal well field. The place of performance is Alamo, New Mexico, located approximately 25 miles north-northwest of Magdalena, New Mexico, as part of the Albuquerque Area Service Unit.
