Amendment A00001 dated 10/20/2025 Question Answer
1. RFI
Section 4, Factor 4 - Past Performance: We request confirmation that submitting a previously completed PPQ in this section is acceptable, provided the document is included in our response in its entirety. This approach minimizes the administrative burden of repeated requests in our past performance references.
CO
SECTION 4 – FACTOR 4 – PAST PERFORMANCE: 3.4.1, B.
“Completed Customer Satisfaction Surveys/ PPQs are required for each Factor 1, Specialized Experience example that does not have a CPARS report… Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. This does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.”
Confirmed, attached previously submitted PPQs are acceptable. Please do not just reference a PPQ without attaching it.
2. RFI
Section 1, Factor 1 - Specialized Experience: The solicitation requires all relevant projects submitted in this section to be "at least 75% construction complete." For projects intended to demonstrate the design firm's experience, their scope is often finished before this construction milestone. Please confirm that the design firm's project experience is acceptable to submit if the design is substantially complete within the last six years.
CO
SECTION 1 – FACTOR 1 – SPECIALIZED EXPERIENCE:
Confirmed. As stated in paragraph E. of Section 3.1.1 Submission requirements – “All projects identified must be at least 75% construction complete as of the Phase I proposal submission, or have been completed within the last six (6) years from the proposal due date.” In other words, the design contract would be separate from the construction project and as long as the design was 75% completed within the last 6 years [from proposal due date], would qualify with these specific restrictions.
Since there was no additional information provided to help clarify this question, we are assuming this question is in regards to Design-Bid-Build or projects where the design is separate from construction. If this is not the correct assumption, please submit additional information to help clarify question.[See revised answer in 11. Below]

Part 5 - Phase II Proposal Summary: The solicitation notes the Phase II RFP will be issued to the most highly qualified offerors selected as a result of the Phase I evaluation. We kindly request a
CO
PART 5 – PHASE II PROPOSAL SUMMARY:
“The Phase II RFP will be issued to the most highly qualified offerors (no more than five) selected as a result of the Phase I evaluation.”

4. RFI
In regards to the Alamo Navajo Health Center, I just wanted to confirm that we can submit 6 projects for Construction and 6 projects for Design for this Phase One submission.
CO
FACTOR 1 – SPECIALIZED EXPERIENCE: 3.1.1 Submission Requirements:
“A. The offeror shall document recent and relevant experience on similar projects. The offeror shall submit no more than six (6) projects (total) that are both recent and relevant.”
If the design is separate from construction, but both the design and construction meet the submission details, then can be combined as 1 project submission. If the design and construction firm have completed the project together as a design-build, then can be combined as 1 project submission.
5. RFI
According to the sam.gov website the Federal Service Desk is shutdown.
Will the submission date change due to this shutdown?
CO
The FSD.gov website says, “As a result of a temporary government shutdown, portions of this website are not being updated at this time.
Federal Service Desk support is available via the helpful knowledge articles and assistance from our chat. Please be advised that this support may take longer than usual at this time.”
The RFQ is extended two weeks to 13 November 2025.
6. RFI
Do amendments, TOC, tabs, cover, and cover letter to be counted towards the 40 page limit?
CO
Confirmed, amendments, TOC, tabs, cover, and cover letter are not included in the page limitation.
7. RFI
Section 3, Factor 3 (3.3.1.A) Design Team Key Personnel: Beyond the Architect of Record, are there other key design personnel (MEP Engineers, Structural Engineer, Civil, etc) that should be identified in the Phase I Proposal?
CO
SECTION 3 – FACTOR 3 – TECHNICAL AND PROFESSIONAL
QUALIFICATIONS
Factor 3 includes a key personnel organization chart, a consolidated list of key personnel to include key designers, whether employed by the prime or by a design subcontractor, and four key personnel capabilities and experience.
All four key personnel listed (paragraphs a through d, [to Demonstrate Key Project Personnel capabilities and experience] must be addressed in the Phase I proposal.
8. RFI
Phase I Shortlist & Phase II Timeline: Is there an anticipated timeline for evaluation and shortlist issuance for Phase I proposal and is there an expected timeline for Phase II RFP issuance?
CO
The timeline will be affected by several outside influences: holidays, current Government shutdown, ongoing Revolutionary FAR Overhaul in regards to PhII RFP contents, and etc.
9. RFI
RFI Responses: Will responses to questions be answered individually or will all questions be posted publicly, and if so, is there an expected date to distribute from submission due date?
CO This inquiries answer sheet is posted on SAM.
10. RFI
Section 3.1.1.A allows for up to six (6) projects to be submitted.
Section 2.2 states the total proposal shall not exceed forty (40) pages.
Given the extensive detail required for each of the six projects, including the ten specific narrative points in Section 3.1.1.F, CO
2.2. PROPOSAL REQUIREMENTS AND FORMATTING
Changed to: Proposal… “shall not exceed fifty (50) pages in total.”
Project Alamo Navajo Health Center Design-Build providing a thorough description of each project's relevancy within the overall 40-page limit is challenging. To allow for a more complete and useful evaluation of our qualifications, would the Government consider excluding the Factor 1 project sheets from the 40-page total and instead instituting a separate limit of three (3) pages per project?
Amendment A00002 dated 10/28/2025

Follow up question regarding question 2. above:
For projects intended to demonstrate the design firm's experience, on a design-build project, the design is often finished prior to construction progress reaching 75% complete. Please confirm that the design firm's project experience is acceptable to submit if the design is substantially complete even if the construction progress has not reached 75%.
CO
Revise answer 2. above to:
Confirmed. As stated in paragraph E. of Section 3.1.1 Submission requirements – “All projects identified must be at least 75% construction complete as of the Phase I proposal submission, or have been completed within the last six (6) years from the proposal due date.” In other words, the design contract would be separate from the construction project and as long as the design was 75% completed within the last 6 years [from proposal due date], would qualify.
Since there was no additional information provided to help clarify this question, we are assuming this question is in regards to Design-Bid-Build or projects where the design is separate from construction. If this is not the correct assumption, please submit additional information to help clarify question. For a design-build project, a design firm’s experience can be submitted if the design is 75% completed.
